Ch-I
OUR NATIONAL FLAG

          Our national flag is symbolic of our history, culture and ideals. Yet, not much attention has been paid to some finer points regarding its use. There has been, and can be, a lot of embarrassment while hoisting our tri-color because there is no definite indicator on the body of the flag to show which color (green or saffron) should appear at the top. Why not a dove flying or a royal Bengal Tiger posing or the Ashok pillar in place of wheel to show the right way to position our national flag
Assessment made in different classes of matriculation revealed that only about 12% of students know the correct positioning of our national flag. Disrespect (innocent) to our flag in foreign countries needs early attention. Is it not a matter to ponder?

OUR NATIONAL ANTHEM
  ‘Jana gana mana adhinayak jay hai Bharat bhagya vidhata’ is our national anthem. Who is this adhinayak? For who was it sung?
 Mahatma Gandhi or Subas Bose should be the possible personalities. But there was not a trace of evidence to this effect. On the other hand there is sufficient evidence that it was in honor of an English king visiting India. It is not fair to make an English king our worshipped hero.
            Let there be a serious national debate, not in florid speeches but in black and white involving renowned academics, social analysts and any other interested persons. Attempts should be made to compose a new national anthem celebrating our nationhood, its people and its glory; or select any existing song befitting our national pride.
We are not short of such melodious patriotic-lyrics for national acceptance.

OUR NATIONAL LANGUAGE
            Hindi has been accepted at some point of our history   as our national language. But its validity as such raises serious question-marks now.
Analyzing the present situation in India we find that a Bihari (resident of Bihar) on crossing the border of his state finds himself to be in an alien land because of the huge language barrier. There he can’t read the name of the road, the bus he wants to travel in and the name of shops or institutions.
If he asks anyone’s help to locate his destination he is mocked at and replied in the local language. Similar is the situation with almost all provinces. Education from primary to post-graduate level is now in regional language which makes the people feel like separate entities in the same country called India. Leaders advocating their mother tongue as their proud projection of sectarian India achieve popularity in their own locality. They forget India as their mother land. 

Are we not drifting to pre-British India that was made-up of small territories ruled by kings, chieftains or warlords? One of the causes of this fragmentation and divergence was the difference in languages prevailing with local importance then. And that was one of the important factors which proved us divided, timid and cowardly against foreign invaders. British conquest of India and introduction of English brought unity among us and we thought of independence for a union of India.
         Hindi, accepted as our national language during freedom struggle, became highly contestable after independence and so could not be accepted by the masses. The cause of this was the high handedness of Hindi speaking people. To compensate for this, Hindi speaking people should volunteer to pass, at least, middle standard in a south Indian language – a compulsion for any government job.
If not so, Sanskrit should be introduced as our national language.

English should be continued as an International language which could help us to maintain our position in the International arena.
China, after using Chinese for all practical purposes realized its difficulties in international trade, commerce and communication. So now it is introducing English as the second language.

Ch-II
THE DIVERGENCE WE FACED
India in the pre-historic era was a country with a superb heritage. It was ruled by kings or chieftains who were ethically bound to see the wellbeing of their subjects and save
them from all evils. The people of India were peace loving, non-invasive, kind hearted, sacrificing and helpful. They were stunned led to the creation of divisive activities which resulted in the formation of smaller states, frequently at loggerheads with each other. This facilitated further foreign invasion and they suffered the brunt of it repeatedly. 
when foreign invaders, opposite in character – rapacious plunderers, finding pleasure in torturing, converting, killing, and other inhuman activities - trespassed their land, a land where there was no resistance or challenge with equal inhumanely violence. The rough weather of foreign occupation created confusion in the philosophy they (Indians) followed. This made them accept bestial activities and foul play among themselves. It
Then came British occupation with induction of a single language - English. One language got the Indians understand each other and got them united.
As soon as independence was imminent, the subversive process of disunity started creeping. But we failed to find why and how?
Md. Ali Jinnah, who was neither a devoted Islam nor a stalwart freedom fighter, could utilize the idea of Muslim nation-hood to get his cherished desire of heading India; of course, he achieved a part of it by creating Pakistan. British conspiracy and the act of some other selfish leaders supported him.
Jawaharlal Nehru is also blamed by some authorities. His aspiration to head Indian administration made him forget that if some sincere Muslim leader like Khan Abdul Gaffar Khan or Maulana Abul Kalam Azad had been chosen to head the country, Muslims’ apprehension and creation of Pakistan could have been averted. 
             What a catastrophe it created! Bengal Muslims slammed their door against Pakistani-west. This was the earliest sign of our going back to pre-British era. Also it increased the bitter feeling between Hindus and Muslims that led to riots, terrorism, repeated wars and other subversive activities between brother citizens - Muslims and Hindus, of united India - who spent centuries together.
Hinduism, otherwise known as Sanatan Dharma, is the religion since the days of yore and was an example of peace, sacrifice, and non-violence. When Jainism, Buddhism and Sikhism came, it accommodated them. Then came the invading Islam and fugitive Persians.  Muslims adopted ascendancy and practiced tyranny to convert many Hindus to Islam while the Persians adjusted with natives for a peaceful living and were welcomed. Subsequently came Christianity which was allowed to propagate its religion. But contrary to religious principle they too are doing it by alluring poverty–stricken Hindus. Could they do so in Muslim countries? Hinduism accommodated them and is suffering the brunt of conversion.
It is time now, the world of humanity which is suffering from the cruel activities of violence in the name of religion, came forward for an effective solution. Let us not forget that all our religions originated from Hinduism or similar other ones.
 Coming to the Indian context of divisive forces, they are the petty leaders who seek easy popularity and selfish advantages. The public is innocent. Such leaders stir up matters of selfish interest like religion, language, regionalism, economic inequality and make it an issue with rabble rousing speeches. Rows, rowdyism, and riot ensue – these leaders prosper at the cost of national unity.
Late Bal Thackeray, the chief of Shiv Sena, failed to attain national status in spite of his long political leadership and so he has embraced regionalism. Raj Thackeray, a petty leader who could never aspire to shine as a national leader also followed his path. They have no foresight of the fate of their country if partitioned into smaller regions; Raj Thackeray has created a local party, The Maharashtra Navanirman Sena (MNS). The ‘Sena’, literally meaning ‘The army’, showed their valor by beating an innocent and patriotic leader who had got public mandate to the Maharashtra assembly; that too when he was taking oath in the national language – the language till now accepted as ours national language. If at all the members of MNS – and also Siv sena -are soldiers where were they during terrorist attack in Mumbai? Is it not like soldiers of a smaller Indian state, standing heads down, during invasions by foreigners? The saviors, who rescued Mumbai from the rapacity of terrorists, are considered aliens in Maharashtra. Where do we stand as Indians, strong, stout and united? We as citizens of India are yet not aware why we face humiliation as foreigners invaded us. In each fight they trampled us, used us as menials and humiliated us in religion, custom and self prestige.
Chief Minister of M.P. Shivraj Chauhan’s declaration (2009) that they don’t welcome laborers from Bihar or Uttar Pradesh, and the refusal of some southern states to accept Hindi or English as a communicating language indicated and intensified separatist attitude.
            The recent (Aug 2009) incident of unveiling of the saint Tamil poet Thiruvalluvar by Tamilnadu Chief Minister M.Karunanidhi at Bangalore in presence of the Chief Minister of Karnatak, B.S.Yaddyurappa is an exemplary incident. All our leaders, media and littérateurs should try to bring home this incident, the example of brotherhood, to all citizens of India.

Ch-III
OUR ADMINISTRATION
             After independence we wanted to change the British pattern of administration.
        British constitution is unwritten, we wrote one. English administration in India consisted of the King/ Queen, Viceroy, Governors and I.C.S. officials. We changed them to President, Prime Minister, Chief Ministers, and I.A.S officials.
We adopted the British civil and criminal codes almost without any change. We failed to envisage what we lack for the smooth governance of our country with so much of diversity.
            The British had vast administrative experience in different parts of the world. They conquered countries inhabited by ferocious aborigines, religious fanatics and cannibal tribes facing all the risks of fighting. They achieved their goal of conquering a country. We may call it selfishness but they helped their subjects achieve prosperity. And in this way they could perpetuate their reign over so many countries for so many years. Spaniards did the opposite and got lost as a nation of heroic achievements.
India adopted democracy and it was truly a challenge considering our diversity, illiteracy and the fact that an over whelming majority of the people are indifferent to administration.
After the first decade of independence most of the true sacrificing freedom fighters faced negligence from their counter-part in administration and so they gradually started withdrawing. Their place was taken by yes-men and others who are self-serving, power hungry, crime mongers and black sheeps.                                                                  
            Truth is stranger than fiction but looking at our tarnished national character, one can easily perceive how corrupt even our Prime Ministers are. Many authorities believe that Jawaharlal Nehru who had made the supreme sacrifice in our freedom struggle, utilized the advantage of his position to perpetuate a family rule.  Indira Gandhi later stepped into his shoes.
         The other few instances that came to light are Narsimha Rao who could hand over crores of rupees to a fake foreign company to gain benefits for his son and Rajiv Gandhi receiving kick-backs from Bofors through a foreign swindler. This case against Rajiv Gandhi was dropped on sympathetic ground after his demise. But this swindler was helped by our people in the government to escape from our country and our Intelligence dragnet stealthily. Also subsequently he could not be extradited by our government when he was caught in a foreign country. The booties, he carried away, might have been the black-money of himself, his relations and other leaders. Escape of sensitive Indian documents in this way is possible. Strange that all legal proceedings against him were dropped recently (2009). Any authority writing a book on this episode would produce a bestselling thriller. Is it not a blot for us, Indians – its citizens, leaders in opposition or in government? A foreign individual 
came empty handed, looted us and walked out majestically. Will no ‘Mamuds’ (an invader who invaded and looted India fourteen times without any resistance) come again & again to rob us? 

There are Chief Ministers and other ministers squandering public money – not as much as is needed for a lordly living but as a plunderer enjoying sadistically the hard earned savings of the plundered ones. The few examples


that came to lime light are - Jaya Lalita spending crores of rupees on a foster son’s marriage and doing business in foreign countries, SukhRam sleeping on a mattress made-up of bank notes, Lalu Yadav squandering crores of public money, meantfor cattle feed,” Mayavati declaring 110 crore rupees as her assets though she was a teacher before entering politics. The recent scandal involving Madhu Koda, former Chief Minister of Jharkhand is of crucial concern for any country. Is his loyalty to his country not in doubt? More than four thousand







crores of rupees- the cost of a mini Rourkela steel plant – were siphoned off to another country – quite a good amount for the economic and industrial development of that country. A lot of such examples of squandering public money by top leaders speak volumes on the character of our political leaders. They manipulate the government machinery and escape scot-free and if caught, dare to mock at our legal system. Take the example of Lalu Yadav. His jail was specially prepared by converting an inspection bungalow to a five star hotel – declared a special jail managed by his wife. The story does not end there. He was dismissed from his post of chief minister but his wife, who was of doubtful literacy and without any experience in administration, was made to occupy that seat. Further he managed to occupy the post of a Cabinet Minister at the center subsequently.
Let us come to some misdeeds among our next group of leaders. A minister enticed an innocent girl (Kabayatri, Madhumita), raped her repeatedly to pregnancy and murdered her to wipe out the crime. Similarly a youth Congress leader killed his wife and cut her to pieces and burned those in a ‘tanduri’ oven. These types of criminal activities are not only frequent among leaders but have also now infected their children and party members. Killing of a teen aged English girl in Goa and shooting an innocent bar girl Jessica Lal at Delhi are recent incidents and fresh in public mind. Thanks to media that they could bring this culprit of the murder of Jessica Lal to retrial after he was let off scot-free in a lower court.
          Bandits with multiple murders but acquitted and allowed to contest elections for Member of Parliament & notorious criminals being exonerated to enter politics are common finds in India. One example is Phoolan Devi, the bandit queen. Leaders looting public money, amassing disproportionate wealth, and spending millions of rupees in elections is common, but it does not cause any public uproar in our country.
         The criminal activities cited above relating to our leaders are but media reports, most of which are being tried in judicial courts. However these are the
tip of the iceberg of vast such criminal practices by our high-ups. In their self interest they don’t mind investing our money ‘they had plundered’ in foreign countries. These countries utilized it in their own economic growth.
        On a bill presented in the Parliament to raise the perks of MPs, almost all members voted in favor. There was no clamor on the bill which proved the selfishness of leaders elected with public mandate. Strangely there was no public acclamation in favor of the few who raised their voice against it.    
         Most of our leaders are experts in impressing our innocent public with inspiring speeches, pocket money or physical threat to be voted to power.
        Of course, thanks to the British made codes; there are enough sharp tentacles to bring the crimes of some of these rapacious leaders to book. But in most of these cases they are exonerated. British people never envisaged such problems with the high ups in their administration and so they meant it for their rank and file. And hence the codes were unjustifiably slack for these top ranking officers - our leaders are their equivalent. We followed it in letter and spirit without adding an effective word in the changed circumstances of our own country. So these high-ups, the leaders who are the culprits, became rabid enough to squander public money. If at all they are caught they could follow Lalu’s technique or Mayabati’s tactics.
        Now coming to our government servants, many of them are criminals but a little less than our leaders. Instead of considering themselves to be public servants, most of them think they are masters of the public with ultra job security. Rackets and scams like Telgi’s stamp scam, Harsad Mehetta’s share deal, manufacture of spurious drugs, adulteration of milk, baby food etc are continuing unabated. The culprit, if he is a common man, is caught, but a leader or a government servant goes scot-free. An IAS officer committing a rape or murder can’t be arrested on the spot, Government permission is required. This procedure was a British design to protect their white officers. It is a contradiction in democracy and provides scope for the culprits to manipulate any proceedings – administrative or legal against them.
      Thanks to the few honest leaders, government servants and statesmen because of whom our country is still surviving.
         None of the English government servants, in two hundred years of British administration, showed such heinous criminal activities. Lord Clive who established British administration in India, fighting at the stake of his own life, faced harassments when assessment of his personal property indicated foul play.
        Look at our leaders. Most of them are bandits robbing our nation in broad daylight and tarnishing our national image that was once illustrious and exemplary on the globe.

Ch-IV
    Our leaders
and administrators have made us feel that   we made rapid progress after independence. We have atom bombs, missiles, are self sufficient in food, are effectively checking corruption to the tune of bringing Prime Ministers to book, and we are effectively fighting terrorism. Our police force is now more efficient to apprehend thieves, robbers, rapist and other criminals. But in reality our march in the path of prosperity is at a snail’s pace or sometimes in reverse gear
     Germany and Japan were trampled to dust and were in pitiable state; they were out of their elbow and heels. They lost their work force as their young generation were killed or crippled in war. There were no lands to plough as soil was poisoned and lost its fertility by turns of gun powder. Also it could not be handled due to plenty of shrapnels from bursting bombs. The enemies, in vengeance, destroyed whatever things found useful and life sustaining, like cattle, poultry, and farm implements. Their business premises, factories or work-shops were knocked down. Also their research laboratories including the scientists and technical staff were taken out of their country and utilized for the research and other achievements for their (conquers) own countries.

                  German soldiers during their winning spree had many wanton activities. So in post-war period they had no friends or well-wishers to help them or even to advance loan for sustenance. Pathetic scenes like ploughing a piece of land by a young man with a horse, both with artificial limbs, were a common post-war scene in Germany and Japan.

            At that time we, Indians, received our independence. We had sustained no loss in the war and we were a flourishing nation. We were delighted that we will take care of ourselves and would progress rapidly. Our leaders turned their attention to our people and thought that their improvement would lead to the over-all improvement of our country
                The government of independent India manned by our leaders, honest to their backbone, paid their first attention to people especially who are poor and less developed. Major part of our revenue was spent lavishly for importing food, constructing houses, roads and other such needful for betterment of people. They also introduced ‘reservation’- a process that sacrifices the able and efficient persons. It was for ten years only. But it was gradually increased in number and duration. Efficient, skillful, competent and capable people who are the need for an effective progress of a country are sacrificed. People, who were less skilful and inefficient work force and hence poor, drew more attention of our leaders and so got lavish help. These people, instead of tolerating their own difficulty and working for self and their country like Germany or Japan, were taught dependency on government subsidy. Our leaders, without any long and hard experience of administrating a country, gave first priority to look after such people to redress their difficulties which went on depleting our resources strangulating the process of our overall development. Our leaders could not visualize how a country’s overall development would provide better well-being to all its citizens who would progress toward prosperity in rapid strides.       
             Discussing reservation, meant for unprivileged people; it is found that some such people availed its advantages in earlier periods and could continue to avail it for generations. They are now rich, elite and living in cities and towns, away from their under-developed colleagues and blocking their chance to avail such provisions. They are now also a powerful group, rich and important in society. They are capable of utilizing the term ‘dalit’ (less privileged) to excite the truly deprived people to fight for ‘dallits’, in reality the flourished one. One example is our Mayabati, the ex-chief minister of UttarPradesh. She availed the advantage of becoming a mentor of Kansi Ram the head of BahuJana Samaja Party (BSP) based on dallits. Her assets before entry to politics were a few thousands of rupees but within a short period of leadership she amassed 110 crores (eleven hundred millions) of rupees. We, our stalwart sleuths, could never hound her. Rather she could utilize our legal system and judiciary to her favor. It seems she doesn’t realize the importance of her country over her party. She spent the government revenue for erecting statues of herself and leaders of her choice instead of creating industrial, educational or other needful institutions that would promote activities towards the prosperity of our country.
                    The grass root level dallits are still poor, half fed and uneducated. So they are seeking respite by joining Maoism and/or by accepting other religions for a better living .How such people would be conscious of their country and their duty towards it. They never understand how Maoism is a foreign conspiracy to mar our prosperity.  The social system of Communism under the veil of which worked Maoism was nipped out in its bud in its country of origin. The doctrine of communism showed its glamour in Russia where Lenin and Joseph Stalin proved themselves as the epitomes of Marxisim. They maintain dictatorships on this pretext. MaoZedung adopted communism as it suited his dictatorial policy that could keep the Chinese people under strict control to work for the improvement of their country. This achieved sky rising prosperity for China. Mao’s other objective – to grab the land of innocent and weak people – was materialized by annexing Tibet to his country and spreading his influence on them. Maoism is not there in Pakistan. Are there no poor and oppressed people?
They are anti India and so are getting support from China – no Maoism is the result.    
              Our leaders are the real culprits. Their corrupt practice, policy of ineffective reservation, inability to check misappropriation of public money and inability to check population exploration are the factors that led our country down trodden. They don’t hesitate to squander money meant for people living in dire poverty. Their failure to make our citizens feel united and tolerate hardship to help our country to prosper is the main cause of deterioration in the progress of our country. 
             Let us analyze the deficiency that hindered our prosperity while the then war torn haggard countries like Germany and Japan with status of beggary became rich and prosperous. Without a handful of food in a day in post war period they expected it the next day; half fed they feel fortunate while our people make a mountain of a mole hill in organizing strikes, destroying national property and other destructive activities which are, really the creation of our selfish leaders who are power hungry and selfish. There were no such destructive activities in India during British era; rather our prosperity was more progressive as discussed earlier. The simple evidence is that the exchange rate of money with Dollar was four and one rupee per dollar in English period while it is almost sixty seven rupees by 2014- 67   years after our self administration.              
              The people of the war torn countries worked with frail body, empty stomach, grudging none. They progressed in rapid strides. See where are their poor and starving people?
             The attribution of our leaders is that they (leaders) had struggled for improving the status of multi-millions of our poverty stricken people and so their attention towards our country’s progress hampered.   It appears baseless. Our leaders are less efficient to assess the real need of their country towards effective progress and our citizens are not so schooled by our learned politicians. Look at China. They were a nation struggling with internal strife, poverty, opium addiction and laziness. Did their leaders ever think of the difficulty they were in? These people are helped, whipped or coaxed to work for their country. See where they are now?
               Further our leaders attributed our poverty to the squandering of our national wealth by rich land owners, commercial managers and the entrepreneurs with high economic aspirations. Their contentions are that the labor class toils in sectors of industry, agriculture and commerce but the owner 



and the businessmen reap all the benefits and the laborers are left empty handed and starve.      
Our government (the leaders) swung into action. Unlike communism they did not take drastic steps against the masters but gave enough power to the labor class to snatch benefits from them. – the industrialists, rich farmers and business people. They squeezed their establishments to prevent loss, due to frequent labor trouble. New labor organizations for laborers (employed ones) flourished, leaders benefited, industries closed, and cultivators abandoned their activities for further extension or increase of production that would invite misfortune, unrest and danger to their life.
The outcome is a catastrophe. Curtailing of employment-potential for the newly-budding labor force was the immediate result. Enterprising industrialists, business personalities and the other intellectuals found no scope to attempt at newer enterprises. This arrested the economic progress of our country. Naturally there occurred exodus of highly intelligent and talented entrepreneurs to foreign lands. Popularly it is known as “Brain Drain.”    
     India took the toil of producing high-end-skilled personnel as doctors, engineers, entrepreneurs, technicians etc but failed to utilize them. But they were found by foreign countries effortlessly. They utilized them for their developmental process.
             Out of innumerable examples one is L.N. Mittal who is based in England and is the largest steel producer in the world.
            Earlier, these NRIs were considered disloyal to their country as they, instead of utilizing their talents for their motherland, used it for other countries. The reality is otherwise. One example is the author’s own brother Suraya Pattanaik who is now a computer consultant for countries like Japan, China and many other developing countries, after working for 25 years in IBM, the giant manufacturer of computer hardware in USA
          In the early days of his completion of P.G. study in Canada he was appointed there in a company. Then there was the lucrative offer of our Government to provide better facilities for foreign trained Indian students. His affection for the country and our family compulsion brought him back to India. He was immediately appointed in a Government run National Laboratory at Bangalore with a pay far less than a provincial administrative officer. There were no advanced research facilities and so he was asked to submit his own. He submitted a plan for such a Research Laboratory. The authorities made myriads of questions to understand the technicality and took a lot of time – about a year – to get the plan approved. Then their came the ordeals of sanction of money by Finance department. He had to answer queries, face objections of that department and loiter in the corridors of that institution for 4 years. He got disappointed and left our country. He joined IBM in USA with a salary 250 times that he got in India   
          Till now our leaders and administrators have not realized their own inefficiency in finding the means to employ efficient people. In the past, on account of facing humiliations, these intellectuals preferred not to rot in Indian drains and escaped to foreign countries waiting to utilize their proficiency. Now they are of great help that swells our foreign exchange reserve. Till now most of our brainy people get employment in foreign countries. Those finding employment in our country are mostly in foreign establishments or their Indian collaborations. Unemployment of brainy people is a parameter indicating lack of development potentials.
Let us analyze various Aspects of some of our Specific developments
 DEVELOPMENT IN FOOD FRONT:
        We are informed that we are self
sufficient on our food front. Look toward the streets, crowded slums, and remote rural areas. Here you will find the actual number of hungry people – the hungry millions who barely get a square meal a day. Providing them a meal a day will indicate what a dire famine has engulfed us!
     A few of the problems that need immediate attention were never attended. Most farmers, being illiterate, miss-utilize chemical fertilizers and pesticides that create problems in maintenance of potency of soil, nutritive value of the produce

and causes pollution of environment. It causes rejection of our exported food by foreigners. With plenty of raw materials we are short of natural manures and depend on chemical fertilizers. We have highest number of domestic animals in the world, and plenty of green wastes. We never attempt to collect these natural manures; allowing them to pollute our water and air and pass out to the sea. We depend on rain water mostly, but we take no or insufficient steps for conservation and steady supply of this water when needed. Our agriculture specialists hold office to remain busy in administrative work. Rarely do they visit fields in rain and sun.
                     The author found a yam (an under–ground edible fleshy tuber) 35Kg in his garden. Since its usual size is 2 to 5 Kg it aroused a lot of queries and discussion among local people. It was reported in TV and newspapers. The author expected a lot of queries from agriculturists and horticulturists, some of whom might get the soil and other factors tested to get such a huge vegetable as it might greatly help our peasantry. But there occurs no response.
      Deterioration in farm out-put, incidences of farmers’ suicide are a good parameter to assess our agricultural status. Whatever increase in production occurs it is due to increased and discreet use of chemical manure, insecticides and peasants’ strenuous efforts to increase the yield.
In early fourties of last century the vegetables, fruits and other agricultural products were fleshy and sweeter. Use of chemicals increased their quantity but deteriorated their palatability and food value. The author’s experience during that old period is note worthy

There was a leafy vegetable growing in kitchen gardens and fields known as ‘Khada’. It is cooked as a side dish of poor men. Equally it was liked by rich people. A stew of it with black-gram (with qualities of those days) was so tasty that it would have been a dish of world acclaim. It might have been a food product that would be exported to earn foreign currency. But this plant is taste-less now.
    At present we find our red-chili has no hotness or our turmeric has no yellow hue. Many fruits have lost their flavor. There appears no research on this score. Look our barn fields with date-palms of country variety. Could they not be replaced by fleshy date palms whose fleshy fruits are of high calorific value? We have engaged our qualified agriculturists in official work of distribution of salaries and distributing funds to various government plans. Neither they are interested in research activities nor do we provide them the schemes and laboratories for it. There are millions of varieties of mangoes in our country. Many of them are so flavorsome - sweet to taste, attractive in color and attractive in smell – that they can attract the world market and foreign currency. Many other wild fruits, not edible but can be used to manufacture alcohol, can be utilized commercially. Do we pay any attention to it?    
         Adulteration and other criminal activities which are presently indulged in by our food vendors are rampant now. We get unripe fruits made market-worthy by applying poisonous chemicals. Similarly there is the production of toxic artificial milk and other edible items.
        India’s good name and honesty is completely shattered in the food market of the world.
        The least attended but more important aspect of food front is the ever increasing hungry mouths, the population explosion and dwindling agriculture area in favor of new roads, railways, industrial complexes and residential complexes.                    
 DEVELOPMENT IN OUR INDUSTRY:

           China exports dolls for our children worth     Rs.10,000 crore to India. Doll industries of India failed completely to stand against the products of China in cost,  Let us discuss a few aspects of our other small scale industries, say the dot-pen. One company advertised that ‘….With German tip and Japanese ink ….”.What then is exactly manufactured in India? Naturally the major portions of profits of that company go to Japan and Germany. The so called Indian industrial companies are but the sale’s representatives of foreign manufacturers. Similarly our automobile, computer, electronic wares, surgical instruments, medicines, cosmetic and so many other industries are with foreign collaboration. The most important parts, the instrument panel, and other technical ingredients are imported from the countries collaborating. Our country being the market of these products a big chunk of its profit is grabbed by foreign farms. Our people are satisfied with their diminutive profit and make no effort to develop any technological skill. Where comes the invention or advancement of newer technology?

    We buy obsolete warships, sub-marines, fighter planes from foreign countries and ask them to repair and upgrade those at our cost. It clears their junk and helps to develop their newer technology at our expense and stalls our effort to develop our own.
Out of multitude of blunders committed by our leaders on this score one example worth mentioning is the order for purchase of Admiral Groshkov the old aircraft carrier from Russia free but with repairing cost of $3.4 billions of dollar in 2004. Since it was near its state of retirement we wanted it repaired and renovated, that too by their technicians. What a loss to our technicians and their expertise.
               The funny part of the story is that it was declared fit to join Indian fleet as Vikramaditya after 3 yrs (2007). But the 1st attempt to get it a sea trial was unsuccessful due to detection of a new crack on its body. In another subsequent occasion it was rescued from sea as 8 of its 9 boilers, repaired with Chinese heat-resistant tiles, burst. The repairing went on and final delivery was scheduled to be in 2012. But there is no sign of its delivery though 2013 is ending. The cost of repair has jumped up 8 times in 2012 and expected to be 12 times at its time of delivery. The process of repair which met two major accidents (minor ones not known) will not threat the safety of our naval heroes.  
The other piteous part of the story is that our poor artisans who were preparing the decorative dresses, masks, and other fancy materials for theatrical performances, street shows or as fancy materials  for children are now importing these items from China as its cost is considerably low. Our artisans, instead of crafting these materials, prefer to market these Chinese products in home market. It is a riddle to solve when the cost of the raw materials for these crafts are more in our county than the finished products of China. Could it be a subversive activity that is beyond the conception of our leaders, economists and business tycoons? And now we use, in our schools, globes, made in China that shows Arunachal Pradesh and Kashmir not belonging to India. An India made chalk piece or a world map is never found in any Chinese school.

DEVELOPMENT IN SPACE RESEARCH
        We are made to understand that we have progressed quite far and have put satellites in the orbit of the moon and are progressing to Mars. We have also developed technology to produce most advanced solid fuel. Are we not quite late in putting a satellite in space? We were quite apprehensive of spending money in space technology as we were fearful of its prohibitive cost when it started. We did not hear anything about its cost from Russia. Russian estimate must be quite low as we found its economic strength in post communism era. We did not utilize our proximity to them to enquire or get help in space activity. The cost we heard from USA scared us to try on this program when our sole aim was to provide dire necessities to our hungry millions. Providing food to people is a self destructive idea that makes them lazy & dependent. Searching and planning employment for people would be beneficial for them & the country. The Government for the people should be the Government for the country. A program on T.V (STAR Plus), “Koun Banega Crorepati (who will become a millionaire) was a popular stuff. A person giving answer to a few questions correctly gets 10 million rupees. Is this programme generating any benefit to society except entertainment? We should usher such programs for people with innovative ideas, discoveries or fabricating newer instruments – even dolls. In a recent dance program on ‘COLORS TV’ named “INDIA’S GOT TALENT”, the Prince Dance group of Brahmapur, Odisha (Orissa) was champion on 22.08.2009. The main leader or inventor Mr. Krishna is not a dance master, or choreographer or specialist in dress design. He and his group of artists are almost labor class persons and too poor to buy costly costumes for their party. But they mastered the show and stood first. India is in no dearth of talented persons in technology, science and arts but we lack the skill to identify and harness them.
Let us come to our original topic.
        According to a rough estimate the true cost of a rocket with an experimental satellite for space flight would never exceed 300 to 400 crore rupees. This estimate is too low and is incomprehensible in USA. But when compared with China our estimate is high. The reason is obvious and that’s why the Chinese economy is soaring high to surpass that of USA.  So our expenditure on rocketry (also in sophisticated Jet-planes and war-ships which we never venture) is an amount that would galvanize our economy and provide our scientists and technocrats scope to utilize their skill and talents.
        Let us consider the basic constituents of a satellite with its rocket and also for Jets and War-ships.
1.                  Iron – Iron ore in India is free and plenty; miners get employment to excavate it. Similarly transporting, melting and shaping it into different forms give employment to thousands of people, money being the medium of exchange.
2.                  The other raw materials – There is no dearth of it in our country. Development of craftsmanship to utilize it is what we need.
3.                  Instrumental components.- The methods   of converting the metals and other materials into different instruments and machineries of the rockets, satellites, Jets & sub-marines is a process which provides employment to multitude of  scientists, craftsmen, technologists and other skilled or non-skilled workers. It brings up laboratories, work-shops and other technical institutions. All this leads to sharpen craftsmanship to produce superb and advanced instruments which indicate the progress of scientific and technological achievements of a country. The cost estimated is the currency changing hands – Government to contractor; contractor to laborers and artisans and so on, till it reaches back to the government treasury in the form of revenue. Also it, indirectly, helps farmers, weavers and other such people to work and earn their livelihood. It means a progressive economy with technological achievements beyond our conception. - Money changes hand that produces gold from sand.
4.                  The know-how - This is a stumbling block. Expenditure of foreign currency to buy it or intensive research to achieve it is the requirement. Failure and rectification are the two pillars to bring out technical achievements. We did not consider it – Finance department objected, administrative approval cancelled, leaders did not have time to ponder over its outcome. Till now we are quite deficient in our skill, efficiency and innovative ideas to develop technologically newer and advanced machineries and innovative techniques. So we lag behind and depend on foreign firms to advance our industrial products that include not only jets, submarines but also dolls for children, nail-cutter and key-ring household uses.
5.                  Man power – Ordinary, scientific or technical man power is plenty in our country but they find no job. Naturally the cream, the intelligentsias, of our country immigrates to other countries- Brain drain.
In fact our leaders failed to comprehend our capabilities and the capacity to get success. They remain busy in administration which are often tangles presented as heaps of papers or files in their offices. Also they always safeguard their position in their party and safe-keep their  prospect in their constituency .They make high sounding speeches about their efforts to feed our hungry millions without thinking about the utilization of our country’s capabilities to produce more food and more employment. We never gave importance to our senior most creative scientist, our ex- President Dr. APJ Abdul Kalam who advised our leaders to start their effort to produce sophisticated planes, war ships and other technologically superior instruments as we have enough technologists in our country.
            Let us be sincere to note the recent view of President Barrack Obama who advised Americans ‘Buckle up as Indians are coming.’

                                                  OUR DEMOCRACY
Administration is an extremely important procedure adopted for peaceful and orderly social living. In case of animal herds one animal, usually strongest, heads the horde. There is no codified law but natural instinct prevails; the horde maintains discipline and their living becomes an easy go.
We, the humanity, with intelligence and conscience devised procedures of administration. Kings, chieftains or emperors were the heads for our society in administration in past days. But now democracy – the way of administration by persons elected through adult franchise – is pursued in many countries. Our India is one such country.
The elite public of India instead of being proud to live in the most populous democratic country of the world laments the terrible deterioration of its administrative mechanism. There appears a strong tendency of pre-British fragmentation – Marhattas, Biharis, Jharkhandi, Chhatisgadi, Utarkhandi, Telengana etc. and so many other areas with trivial points of difference. Also social ills like corruption, criminality, extortion, fraud, rape, murder are rising steeply. Money and muscle power and other criminalities are becoming the criteria to achieve public mandate (votes) by hook or by crook. The leaders, seeking votes for Assembly or Parliament, are requiring money or muscle power for a win. Sagacious, intelligent, honest, selfless and sacrificing persons are prevented from aspiring for any leadership as they are usually of a middle class. Can any of them arrange money in terms of lakhs or crores that is usually required for a person to seek public mandate for governance? Recent declaration of a national level leader (BJP) Gopinath Munde that he spent 8 crore rupees in his election campaign speaks a lot, about our democracy and its effectiveness.
Why a person would spend so high an amount? In fact serving people, helping the development of the country, or attaining height of social status are the modest motives of a sincere politician. The other motives, dangerous and destructive, are to establish and maintain self supremacy by gathering money, however foul the means of collection may be, and building muscle power to be a bully. A bully’s social importance is increasing nowadays. During the British era a man visiting England was given importance as a foreign returned. But now equal or more importance is given to a man returning from jail. There is another equally or more dangerous trend - to establish family or dynastic rule.
          Our constitution makers failed to envisage such problems as all the leading personnel (eligible leaders) then were stalwarts of sincerity, self-sacrifice, honesty, patriotism and truthfulness to their back bone. Entry of criminals started after Lal Bahadur Sastri’s demise and Guljarli Nanda’s disinclination to take the responsibility of administration in proxy for longer period. Everybody knew his sincerity but none came forward to persuade him as the power hungry people politically twisted the destiny of Indian administration. The number of sincere, selfless and non-power-hungry persons was gradually reduced to insignificance; that clears the path for entry of evildoers, characterless and ill motivated persons into the political arena and administration.

Ch-VI
DRIVING INDIA TO ITS HERITAGE
     Gandhiji’s dream of ‘Rama Rajya’ is a myth nowadays. Alexander, Chengis Khan and other demonical invaders are, up till now, considered invincible heroes with superhuman powers. They pursued a sort of invasive carnage like killing, torturing, molesting, and disrespecting the religious faith of inoffensive and peace-loving people. They crowned their invasions by plundering the rare and valuable possession of a country or its people who collected and saved them at the cost of their sweat and blood.
            India was a country with an admirable heritage where all these dastardly acts of inhumanity were strictly prohibited. Indians never invaded other countries to plunder, convert or torture innocent people. When invaders came, Indians were stunned, dazed and stupefied to find people with such inhumanly and dastardly activities. Fighting, in their legacy, was a codified procedure where true valor of a hero is exhibited. In a fight carnage had no place in a fight. It was limited to the battlefield, the vanquished is allowed a second chance, and a fleeing fighter is never followed or pursued. Indian philosophy of co-existence with nonviolence – get yourself killed but never kill – was a superb humanitarian principle which, if followed, would have eliminated terrorism, devastating wars, crime and carnage in the world of humanity. There would have been a lot of advance in philosophy, science, medicine, and all other aspects of progress in other fields.
      Now we know why Indians were considered cowards against invaders who were barbaric and devoid of human sentiment of love, brotherhood, sympathy, helping attitude and other humanitarian qualities. Alexander or Chengiz Khan went from place to place as ruthless marauders in search of human blood. Nowhere had they received a hero’s welcome. Rather they were murdered by their own people before reaching their country which was devastated as all the able-bodied people had been killed leaving the country in want of food and all other necessities of life.
      Gandhiji proved what a boon nonviolence is for peaceful existence of mankind.
Barbarism is the word that would substitute heroism of the past. Gandhiji discovered our rich legacy of superiority of administration and peaceful living. He advocated ‘Ram Raj.’ It was not in favor of monarchy but the spirit of devotion toward the welfare of their subjects.. The prince, the inheritor of a kingdom, had to undergo strict training under sages in human relations, selfless administration, use of armory, and heroism in saving innocent people pursuing truthful living in peace.
    The failure of the objective of our constitution makers, as indicated earlier is felt now as a cataclysm for us.
          In the changed circumstances now, the party system and election process is breeding contempt and enmities. Anybody can create a party or dissociate with his original party at any time. Winning an election is a matter of money and muscle. Brotherhood, friendship, confidence, sacrifice and other humanitarian qualities are lost in all levels –national, state, village, school colleges, friends and also in families and among friends. Hatred, disbelieve, suspicion, falsehood and enmity would make citizens suspicious of each other move with daggers in hand. Violence is reflected everywhere whenever there is an election, may it be in college, labor union or an institution.
      It is high time to retrieve our old process of administration with modification to democracy. The smallest unit of human habitation i.e. villages, hamlets and streets or wards of towns should be the basic units. People there would select a person whom they would consider their headman to take care of their affairs. There will be no party politics that shatters the peaceful living in villages or small groups (streets of towns) or in hamlets of remote forests. Honest, conscientious and sacrificing people will come up there through selection or election as village head. The next higher group of leaders like Sarapancha, and chairman will be elected by voting from among these (grass root) leaders. Then will come all the parties for election to Assemblies or the Parliament. The candidates would have no restriction of region, province or any other sectarian considerations. The consideration of their social, professional achievements and brilliancy in other field should be given importance.
         This process would eliminate regionalism, crime mongering aspirants and the parties will be compelled to put up candidates of high caliber in national or international status. Any citizen is free to contest. At present 90% of citizens whose property is less than one crore are not capable for contesting an election. This is a deceptive and crafty process devised by people of high economic hierarchy. There should be restriction that a candidate would be debarred from contesting in next one or two elections if he secured less than 10% of votes. There could be other restrictions too.
 In democracy people and votes are important factors. The people, persons, have wide variations in their intelligence which can be scaled from highly intelligent to low intellect. An aborigine person has no process of thinking more than what is required for his way of natural living. As a citizen he can’t be compared to sagacious ones in society. Naturally his voting ability is negative and his vote is without meaning for himself or his country. There are also other citizens who are less intellectual. All of them (about 60% of our total population), can be swayed away by candidates with criminal aspirations. It is impossible to asses these factors. But these people, with whatever sagacity they have, will exhibit their sensibility in villages or other clusters when they sit together to decide their local problems or voting process.
                  These proposals are but suggestions. Proposals for modifications, additions and exclusions by others are welcome
              It is worth noting that our Prime Minister Manmohan Singh has comprehended the importance of Panchayati Raj (April 2010) and issued directives to concerned authorities for its effective implementation when he realized that the Government – both Center and States, of Congress or other parties – have failed to fight the Noxal menace in spite of applying police and paramilitary forces.

Ch-VII
OUR JUDICIARY, LAW & LEGAL PROCEDURES

          Judiciary in India is at cross-roads. Courts are clogged with so many cases and their complications that we can’t expect fair trial and smooth delivery of justice to the people any time soon. ‘Justice delayed is justice denied’ is now a perpetual India and their social structure had a different status then. They were famed for their heritage that shaped them truthful, sober, law abiding, nonviolent, non aggressive, pious, spiritual and faithful to their society, country and the king (government). But after independence this legal system faced adversity. Our leaders, to achieve supremacy over others and gather followers, adopted mostly foul and rarely fair means. Independence and democracy were explained to the people in a different manner by these leaders to suit their own selfish objectives. People were brainwashed to use the rights to freedom of speech and liberty to achieve self aggrandizement without any care for democratic living. This made people egoistic, aspirant to achieve their own selfish objectives and got their peaceful mind turn to a volcano, ready to burst at any time. Sometimes fits of fury results in mass demonstration when many people involved in a common interest. In frenzy they turn bestial, destroy their own or national property and injure or kill their fellow citizens. The result of such frenzy, of mass or individual generates millions of outrageous legal problems and crimes - piling of cases in courts. There is a discussion on dealing problems of mass frenzy in a subsequent chapter.
 Mass support is the cherished objective of anybody aspiring for leadership. They adopt many foul means to gather mass support and collect funds by fair or foul means to gain social status or achieve superior posts in the administration hierarchy. Their modus operandi is to provoke hatred among people who were living peacefully in the society. They bring forward, rather create issues like oppression of the poor by the rich, the lower-class by the upper-class, and many others like religion, cast, regions. All these create a lot of litigation –undue burden on judiciary.

          It is high time that we seriously heeded the warning of Justice V.V.S.Rao of Madrass High Court that the Indian Judiciary would take 320 years to clear backlog cases which number 31.20 million. The obstructing factors are giving undue importance to human evidence, while giving no or less importance to absolute scientific evidences or other newer forensic aids like pictures taken by photographic devices, video recording, verification of cell-phone recording with voice analysis, DNA analysis and procedures like lie detection, brain mapping, and so many others.

          Let us discuss a few exemplary cases.

          In case of (Nov.08) terrifying attack of terrorists in Mumbai, causing cruel massacre of innocent people, harmless tourists, police and army personnel, with destruction of personal and public property, only one culprit, Ajmal Kasab, could be caught alive. Till (2012) four years have passed to charge him with the offence. All the reality of events of massacre, destruction of property, and other activities of annihilation in day light and that too before the multitude of passers-by, was of no acceptable evidence to pin him to his misdeeds. Investigating officials have to search for personal evidence (human witness). Culprit’s confession or statements which vary according to his sweet will or on his adviser’s instruction are never considered as useless.   In fact the investigating officials are given a jigsaw puzzle, with missing or distorted pieces, to solve before submitting the charge -sheet.
        
    Over and above, there are the Human Rights organizations which do not allow punitive spirit of fact finding officials to assess the truth about a crime, however diabolic may it be, if he has a human shape. Prevention of their devilish activities to inflict lethal injury or murder of innocent human beings, alacrity in causing destruction of public property and spreading panic, fright and terror in societies are of no concern to these organizations. In fact they should have logistic consideration against these devils in human shape. 
          We can’t accuse anybody engaged in our judiciary service as they are bound to act according to the statute, jurisprudence, the criminal code and human welfare program –“innocent until proved guilty”. The millions of photographs taken from different angles, news paper cuttings, Radio and TV clippings and personal experience of people and fighting forces, are the factual evidences which are absolute, infallible and as clear as daylight. Further these facts and figures which are undeniable, unquestionable and without a shadow of doubt are considered insignificant as evidence in the existing setup. At times the audiovisual manipulation, sensation–mongering print and mass media and perjury vitiate truth. These are easy to be verified.  Are we wise to maintain our old codes without considering these facts?




            In this particular case of Kasab who got death penalty was allowed to appeal – an insurance to lengthen life. His colleagues were happy to get more time for an opportunity to hijack a plane or some short of these activities to get the government of India bow down and set him free. Fortunately India escaped such humiliation by executing the culprit in 2012.             
            Take the case of the murder of the model, Jessica Lal. She was a beautiful girl, innocent and lovely, earning her livelihood as a bar maid. She was shot dead by a young man Manu Sharma as she refused to serve him wine when she was off duty. The ghastly deed was a manifestation of his ego, that he was the son of an eminent leader, Binod Sharma, once a central minister.

         A homicide case was lodged against this criminal but the trial court verdict was in favor of the murderer as there was no witness to give evidence. The argument of the plaintiff’s lawyer was weak and that of the defendant was strong. We, Indian public, fail to understand how many Jessicas would have faced murder if they did not submit to the evil wills of frenzied youngsters, especially if they were the sons of the leaders of a devilish make-up. Fortunately the media came to help and evoked public clamor. A retrial was made, the culprit was awarded a life term. Further story on this score is equally denouncing. The culprit availed parole for a few days but could prolong his stay out. No judge, no investigating police, no people near about the site of the crime got any stricture.
            Recently one trial court issued non-bail able warrant against our President, Prime Minister and the Chief Justice of Supreme Court. Fortunately the misdeed of the judicial officer was detected before execution. Till now no public information is available on the action taken by the concerned authorities. Only penalizing the culprit is no good to prevent such notorieties in future. The concerned judge, official and other concerned people should receive exemplary punishment.
        
            A mother of two children eloped with their domestic help. A case of abduction was lodged. Police rescued the lady. She was sent to her house and the boy was sent to jail. In another instance a girl after marriage maintained her illicit connection with her lover. Restricting her from such activities enraged her. She lodged an F.I.R. (First Information Report) in police station on dowry demand. The entire family members including the nonagenarian grand mother-in-law were dragged to jail. The obvious culprits are exonerated in the eyes of our law which is made for the innocent ones. Should we not correct such anomalies in our law?
          
            A lover, suspecting fidelity of his beloved, called her to his room. He stabbed her to death and consumed poison. Neighbors being alert on the cry of the girl reached the site. Breaking open the door they found the girl dead. They rescued the boy who recovered in the hospital. He admitted his guilt. His parents engaged a lawyer. The lawyer helped him and he retracted his confession. He changed his statement saying he made the confession on police harassment. His subsequent statement was that some young people, one of who might be her estranged lover, came, stabbed her and forced on him a soft drink. They threatened him to close the door after their departure, otherwise they would kill him. This made the case complicated and lengthened the procedure for years.
       
             There are frequent controversies in cases of paternity determination. Arabindo Dhali, a minister in Orissa, was recently charged on this score by a girl. Similar is the charge against Mr.N. D. Tewari, the old veteran leader of congress, once a Central minister and a Governor of Andhra Pradres by a young man. Also many other cases might be there taxing the judiciary for years. Millions of rupees, myriads of court hours and specialized human hours are lost unnecessarily. Just a few days and Rs.1000/ are required to determine the DNA of both parties to find the truth. We are really callous to admit and amend our deficiencies successfully.
             By 2012 this litigation of Tewary is solved with DNA testing. Unfortunately the other innocent and helpless girl is still suffering – or the culprit solved the problem. Such advantages should be accepted by judiciary with immediate effect. Did Tewari bear the cost of this litigation?
             These miscreants should be investigated that they have raped a girl and subject her to illegitimate pregnancy. Many other such misdeeds may come to light and they are expected to be done by influential leaders or high-ups in our society.
            Presently, in our changed circumstances, our judiciary and legal systems failed to act efficiently with our Civil and Criminal codes written long back by the British. Naturally it requires revision, simplification with scientific orientation. Expert sociologists, psychologists, doctors, lawyers, technical persons, Judges and other interested people should sit together to consider needful changes and frame a new statute.

Ch-VIII
MENDING INDIA’S ADMINISTRATIVE DEBACLE

      


Mahatma Gandhi, Netaji Subash Chandra Bose, Pandit Jawaharlal Nehru, Sardar Ballhab Bhai Patel, Lal Bahadur Sastri, Guljarli Nanda and many others among whom many were life sacrificing heroes, envisaged an India with Ram Raj (Most well-administered. country) after independence.

          But after about two decades of independence we find the contrary. Our new generation leaders, the helms men for our country’s progress who took the responsibility to build India, gradually transformed to selfish ones and plunderers of public property. They become regardless to country’s prosperity and show no mercy to suffering millions of their hungry neighbors. They became criminally selfish and never hesitated to loot their motherland for their own self. Furthermore they did not feel guilty to invest it – our national wealth - in foreign banks which are utilized as resources to improve their country – obviously a subversive activity for one’s own mother land. They spend their energy and ill-got money to deceive the innocent, illiterate and poor people, who are the major mass of voters. Also plenty of money is hurled at the starving poor for feasting and drinking spree during the period of voting. And also high deceitful promises are made and threat of physical assault applied to collect votes.
       We have already discussed such things but failed to bring home the need of the duty of our conscious citizens to avert it. Anna Hazare, Baba Ramdev and many other magnanimous personalities had their sincere efforts at the cost of their life with Gandhian efforts. Their earlier attempts were trampled to dust by brutal power – like that of foreign invaders - by government formed by our own leaders who are elected by us. Are these people who voted them, conscious of the folly they (people) have done? Would they ever be able?
       Naturally our plight as Indians is ever increasing.
         
                Poverty, hunger, failure in increasing the production of food and industrial output, lack of-achievement in scientific and technological  fields, failure in bringing social amity, failure to provide health-care and education to all and so many other such necessities of our citizens appear as never ending problems.

          Winston Churchil, the great statesman and literary personality of England, was known for his anti India policy. His remark, ‘Indians are not capable of taking up their administration” is still lurking in every conscious citizen’s mind. But after about seventy years of our self administration we feel him right and find out whom he meant Indians. In the early period of English administration they (English people) united the smaller states, But now, before a century of our self administration, mean-minded leaders like Bal Thakre, Bhindrrnwale, K.CRao, Mayabati and many other such leaders – brought up to lime light as leaders of importance by claiming separate states with autonomy. It was already discussed in brief on our previous discussions. Separatism, the subversive activities to divide India in to smaller states by these petty and selfish leaders would revert India to pre- British era - the squabbling and fighting states (kingdoms) with each others. English people saved us from kings of earlier period and handed over our country to our leaders with genes of such kings and chieftains. Separatism facilitates to bring lesser people to popularity and they prosper as leaders. It adds to the number of our fraudulent leading personalities. Let us take the problem of fighting for creation of Telengana province. It would have been solved by giving the post of chief ministership to a Telengana leader (duration according population).

           The next step they, the Britons, took was to make people educated and conscious of loyalty to administration, law and respect to seniors. Education was aided and facilities like exemption from school fees and messing charges for poor and intelligent students. Education then was teaching students to follow ethics, develop character, get abide by well coded social rules. The Indian penal code and other such social necessities with increasing knowledge in different subjects of study were taught by teachers of high morality.
          Many inhuman practices like sacrifice of life of a wife in her husband’s pyre, human sacrifice for turmeric cultivation, robbery by Thagas and other social evils were rooted out by them. But we could not root out honor killing, destruction of flora and fauna and other such vices which are the dangerous hazards to environment and humanity.

       Introduction of Policing, Postal service, Railways are their commendable achievements. To construct a kilometer of Railway line in a mountain terrain, at their time when there were no modern heavy equipments, was a stupendous achievement. Imagine their skill and perseverance when the power of men and animals were the only help to do these uphill tasks. In our present experience - with dishonesty, squandering of sanctioned amount by the leaders with the connivance of the executive officials and insincerity among labor force - we would have our railway in infancy.

              British occupation besides serving their own selfish goal has done a lot of good for us - unlike Spaniards who destroyed the Maya civilization in South America when they occupied the land of these people.

              Let us consider a few of the efforts, in addition to those   natural wealth and rich heritage. Let us take necessary steps to prevent misutilisation of votes of innocent, poor voters who are liable to swayed away easily with foul means. Let us try to bring the honest, sincere, selfless people to fore-front to lead us. Let us understand why in a span of ¾th quarter of a century of our independence we have not achieved eye catching economic- status like Germany, Japan and China, who were poorer than us as discussed earlier.

          Corrupt and selfish leaders are not looming but are prominent and exhibit their popularity by acquiring massive amount of votes. Already some short of personalities were discussed. A recent incidence is worth discussing.

              Mrs. Kanimozih, Rajya Sabha member of DMK party was found swindling a few thousands crore of Rupees of our public exchequer in 2G spectrum scam. She was arrested in charges of corruption. Seeking the loop hole in our judiciary she got bail in a court – the 1st step of proof that she is 10% free of the criminal charges. On her release from jail she was hailed high in public esteem – exemplified by her reception by a huge number of cheering crowd and top leaders like Karunanidhi, the Ex- chief minister, and a large numbers of leaders of top position. Is this not a clear demonstration that so many people and leading personalities are dangerously selfish to support swindlers ruining our own country?

          The prime accused of this scam, A. Raja (DMK), minister of Telecom in the congress coalition ministry headed by Dr. Manmohan Singh, is expected to escape in the same process and obtain distinction of trust-worthiness of vast numbers of public and important leaders. Further question in this scam is that, how such activities could not be sniffed-off by his colleagues, seniors or other officials. So the suspicion of corruption goes up to the seniors – the Prime Minister and the head of the party in power. Is it not the indication that the people at the helm of our administration - the leaders having highest confidence (votes/supports) of our people are corrupt? They are not only selfish and swindlers but are also people-charmers like snake charmers.

       Let us start working for rectifying our administration, judiciary, political set-up and constitution according to the suggestions discussed in earlier chapters.

Other common and frequent criminal activities
         These types of activities are rampant and ever increasing. People in our society are living in constant fear of such criminals. And our police department is blamed of their inefficiency to catch the culprit or failing to prove their guilt in trial courts. A few such criminal activities are worth discussing.

1. Bank Robbery:-
              The old British pattern of a Bank guard – ferocious size, massive mustaches, lion’s look and a double barrel gun on back – creates a feeling of fear for any act of mischief inside the bank.
              The days are changed now. A small pistol thrust to the guard’s back will numb him and make the rubbery an easy go. The guards should be in disguise with tranquilizing guns for an effective interception of the robbers without any or slight harm to customers.
              Installation of Close Circuit Camera and other modern equipments needs no mention. Gun with active cartridge carry the fear o f shooting an innocent person.

2. Street robbery:-
              During transportation of valuables or heavy cash usually guards accompany them in the same vehicle (carriage). A sudden attack with peeper or other eye irritant powders or gun firing makes the loot easy. The guards should follow the vehicle, carrying cash, in another vehicle preferably disguised and with tranquilizer gun. Saving cash, catching the culprits and discouraging their dare devil spirit would be the result

3. V.I.P. protection:-
              The mode of the assassination of General Baidya, the terror for Khalistan terrorists in Punjab, when he was moving in his car with a body guard, is worth analyzing. The assassins, in a motor-cycle, posing over-taking the car, fired point-blank and killed him then and there. The body-guard with massive bulk and a larger gun failed to adjust in the small space of the car so the murderers had an easy escape.
              In this context let us remember the assassination attempt on an Israel diplomat in a gathering in London. As soon as the assassin raised his pistol he was shot dead by the diplomat’s body-guard, as if from nowhere.


4. Crime in society:-
              Criminal activities in society like murder, rape, molestation, house breaking, tender fixing, road side looting,      
acid attack, extortion etc are increasing in geometric progression. The administration and police take undue strain as the culprits get punishment for a certain period and start their activities as soon as they are released from the jail. In so doing they seek excitement, pleasure and thrill of winning a game of hide and seek with the police. On loosing they will have a restful living with TV, indoor-games and other entertainments. Rigorous imprisonment is just exercising to prop up one’s lethargic body in a restful jail life.
           If they win they gain social status and political prosperity to humiliate their opponent the police.
      Justified inhuman penalty (judicious and laborious) is the only deterrent to bring a culprit back to human shape.              
              An offender repeating offence for the second time should be admitted in to an adult reformatory where he is to earn his bred in captivity (bonded labor). This would reform him and he would prefer to live as a day-laborer than bearing the anguish of the reformatory. The multiplication of criminal groups - increasing illegal activities like directing criminal activities outside jail by gangsters in custody- and their daring attempt to challenge the police will be effectively curtailed if rigorous penalizations straighten them.

5. Few other unlawful activities which administration fails to control:-
(i). Encroachment of Public land:
                        It is more common in Cities and towns. Influential people are more involved. There occurs tussles and rowdyism during eviction. Govt. spends money to get its own land. The solution is simple and without any trouble if the following procedures are adopted.

              A list of encroachments is prepared and published in media and copies sent to the encroachers giving them a time period to evict. After deadline only a few sites were taken up and demolition begins. The cost of demolition-charges and the rent of the occupied area, for the period of occupation (decided then and there), should be realized at the spot. In case of failure to pay the cash equivalent, adjacent land of the encroacher is also acquired
              This procedure would scare other encroachers to evict their own illegal occupations. The complaint of favoritism in selecting the site could be eliminated by selection through lottery in public.

  It is not that, such simple procedure is not contemplated by our high -ups elected or in administration. But almost all the encroachers are among these people (high-up) or their relatives or supporters. 

(ii). Doing away the use of plastic materials:
              Plastic products are an environmental problem causing nuisance like clogging drains, spreading rubbish in public places, killing cattle, disturbing soil fertility etc. Since long, our government has failed to restrict its use in spite of enacting law and ordinances against it several times.

              On thinking deep we find that plastic bags and other products are helpful to environment in a big way. Paper (a product from plants), leaves, barks and wood are saved due to the use of plastic bags and other packing materials. It is also of great public convenience for other different uses.

              So instead of enforcement of law that fails let us take other measures against the ‘plastic bomb’ (a suitable nomenclature given by our Supreme Court) that is threatening our existence.
 Steps to encourage repeated use and utilize its waste:
I.  Impose 500% tax on these products - it will compel people to reuse it more times or use alternative materials. Administration will purchase the torn and useless plastic bags or other products repaying 200% of tax.

 II. The income from this deal should be utilized on research on effective recovery and recycle to original material or other by-products. Recently tough materials, stronger then iron is produced by reprocessing thrown away plastic materials that could substitute iron and wood.

(iii) Manufacture of spurious drugs and drinks, cultivation of contra-banned plants like Cannabis-indica and poppy plants:
          These activities are trebled since our self administration than that of British. Persons (usually government servants) who are responsible to check such activities are to nip these activities in bud. But they fail to do it carelessly or with self interest. And when it is detected they take credit of catching the culprit. This must be carefully considered if we really want an effective preventive measure. 
             
6. Some other problems:-
(i). Mob & mass frenzy:
              It is a peculiar phenomenon of sudden exhibition of anger and frenzy by people where the causative factor may be serious or trivial.  People gather together, either in agitated mood or get violent on some irritating incident when they are gathering for other purposes. The exhibition of anger encouraging violence ensues. Some innocent people, without knowing anything, join the agitation and take part in arson, destruction of public property and fighting with each other. The fighting is usually between two quarrelling groups or with police force controlling the riot. But sometimes the mass fury comes out of blue.
              Examples are plenty but a few are given below.
               In one occasion in Uruguay when their country won the world title in football the spectators were so excited that there occurred a violent riot so much so that police had to fire to disburse the mob. The cause could not be assessed in spite of intensive trial.
               In another occasion in New Delhi there appeared a rumor that a certain female teacher took a school girl for prostitution. A mob gathered in front of the school. The people were in absolute furry. They invaded the school. They rode over the boundary wall, broke open windows and the doors in search of that teacher. Before finding the teacher police reached the site and rescued her and controlled the mob. Nobody could imagine the fate of the teacher if she would be found by the mob – killed, torn to pieces, and trampled to dust. But on subsequent enquiry it was found that a news man started the rumor to create front page news.
              Exactly the appearance of police aggravates the excitability of people. A new method of quelling the people is that a helicopter should be engaged to take video pictures of the agitation. After establishment of peace video photographs should be analyzed to detect the culprits destroying public property or doing other nuisances. They should be arrested and shown their crime to accept the penalty recommended by law.
         Police role should be to prevent the spread of the riot. Police action is to be applied if the riot goes beyond control. In such a situation police action in no case be blamed as ‘excess’ as they are put to apply force without any mala fide intention of anybody among the force If  someone found excessive in action, he may be given other tasks.
          Political parties organize demonstration frequently. They promise non violence and substantiation for people’s benefit but it turns riotous causing loss of life and property. They are no less harmful as discussed earlier.
(ii). Fake police encounters:
              A girl, Ishrat Jahan of Gujarat when moving in a car with two of her friends, was intercepted as terrorists with sinister program. They were intercepted and in encounter they were killed. Her mother and her friends attributed it as a fake encounter. The case is in trial for several years. But finding a few facts must have solved the problem in a short time.
The questions to find the truth are:
(i).Is there anybody inimical to the girl or her accompanying people in the police party or any person capable of influencing them? Was there any contractual element for the killing?
(ii).Are the accompanying youths were genuine friends of the girl? What were their relations with other friends of the girl, her mother and other family relatives? Are they some strangers to the girl?
(iii).Is a Muslim girl allowed to move with other young men at night or day?
(iv).Were they not given warning to submit?  
(v).Did the girl’s party fired back?
(vi).If they are not in a party where they were and how are they killed and gathered together?
(vii).Verification of activities of Ishrat from her Cell-phones, other media of contact, College attendance or activities in her office, Diary entry, Coded letters or Messages, she received or sent, should have been searched to authenticate her espionage activities if any. Similar process of enquiry of such documents of other deceased persons and accused officers or political leaders would have provided a lot of authentic information towards solution.
          And many other such genuine questions should have been solved before accusing the police whom we engage to guard the miscreants and terrorist  The of subversive activities of our enemies inside or outside our country are always lurking to wrack and ruin us. Naturally the roll of crime controlling sleuths has a hazardous and controversial roll to play.
          It should be noted that in crime management the statements of the family members, friends, and other contacts of criminals should be taken with a pinch of salt. Their statements, if found correct, should be rewarded. If not their role in aiding and abetting the crime should be investigated. They, more frequently, are abettors, helping criminals in their underground camouflage and deserve severe punishment. This is an essential factors to blur the truth is crime and prevention of criminal activities.
         Our criminal prevention squads are likely to commit mistakes or other lapses while serving the interest of the country. To keep-up their daring sprit high any such activities should be treated as top secret. Let us consider some destructive & subversive activists against India like Daud Ibrahim, Hafiz Saeed and prominent terrorists and their terror training institutions.
They use Pakistan as a heavenly abode and execute their anti- Indian activities. Can our espionage locate, attack and eliminate them. USA demonstrated such activities against their enemy, the world’s most prominent terrorist Osama Bin Laden. Many of their activities might have illegal, inhumanly and invasive on the sovereignty of another country.
               There occured not a single clamor either in their own or other countries. One has the right to deal his enemy where ever he is found. India should announce such steps -increase the activities of espionage and chasing their arch enemies where ever they flee. Indians should be above interring political rivalry to expose their own heroes of daring activities.
                It seems there is a good amount of misunderstanding among our intelligence organizations leading to security lapses. We are quarreling among ourselves while David Headle, the deadly terrorist arrested in USA and terrorist’s document in Pakistan indicated that Ishrat Jahan was in terrorist list. Our leaders should ponder on it and make effort to make our intelligence institutions comparable to international standard. Probably none of our citizens know that we suffered a set-back in developing our cryogenic technology for rocket propulsion when our espionage department suspected some active scientists and debarred them from research at ISSRO.
            However in the present case, if atrocities of police and leaders are detected on selfish grounds the concerned officers and leaders, who conspired it, should face punishment, no less than hanging.       
(iii). Atrocities on women:
            Rape, murder and abductionThese are criminal activities of man against women.  A male cannot be raped except in unusual sex practices. A rapist is usually an inhuman criminal and avails sex, if he finds slightest opportunity, without care to the consent of the girl.           .       .         
          Sex, like appetite, is an important urge in living beings. In plants it is remotely controlled while in animals it is controlled by hormonal cycles. But in human being it is not only controlled by sex hormones but also by complex psychosomatic factors.
         A living being has two indispensible urges one is Appetite which is important for maintenance and continuation of life; while the other is sexual urge for procreation, perpetuation and propagation of one’s own species.
          In the process of evolution man’s intelligence started giving new color to the process of enjoyment in life. The various enjoyments of our ancestors, the forest dwellers, were laborious and included hunting wild animals, searching fruits, tubers, honey etc. in forest and exploring new land with adventurous activities like crossing mountain terrains or swimming flooded rivers or rowing across turbulent oceans. They lived naked and sex was a casual enjoyment. Where would come rape or molestation or sadistic torment that torture to kill a girl – one of the example was Damini, the Delhi girl who was raped in front of her lover in a running bus. She was tortured and inflicted with fatal injuries and thrown out of the running bus.  
          In the process of evolution as man’s intelligence advanced and they found their food and shelter easily, there occurred a sea change in the process of enjoyment in life. Dance, drama, nakedness and increase desire on amorous affairs attracted their mind. In addition intoxicants like alcohol and narcotic materials, naked shows in prints and electronic media had their role to excite amorous and criminal desires. Besides the fact that there being no problem in living a life of hardship the ever active human brain goes berserk. The present gang rape with sadistic torture and murder in Delhi;(Nirvaya) Billa and Ranga killing teenaged brother and sister after raping the girl; Nithari episode where many girls - toddlers to young women – were  allured to be raped and killed in that city; the media report of P.J. Kurien, Deputy Chairman of Loksabha (congress)  a senior congress leaders gang raping a girl for about a month accompanied by twenty of his followers; and other millions of  such incidents happening though out the world are but the out-come of savagery and down grading of conscience. That is the result of sadistic and brutal process of evolution of human mind – the accompanying outcome of civilization. Evolutionary process always upgrades. So imagine the result we are facing now and would face in future!       
               It is worth mentioning here that mind-less shooting spree of children in a school at Connecticut in USA and crazy firing at innocent people at picnic in Norway, are the effect of same process of mental derangement and would produce disaster in future. Look to the history! Such crimes – abduction, extortion, murder, invasion etc. – led to individual or group fights and great wars in the world and are frequently related to women (sex) affairs.
          Angry mass furry, roaring mass media, leader’s angry exchange (between government and opposition) are but the evidence of exposing anger and hatred which deters an amicable solution of a problem. Placing armed guards in schools or putting a police in every meter of the street in a city, enacting stringent laws and ordinances, hanging the culprit etc. are futile efforts. Nothing would be its out-come.
The recent judgment, after 14 years trial of Kerala high court, on the case of abduction, rape, gang rape of a teen aged girl by 36 persons within a period of 40 days indicates an advancing catastrophe to our Indian society.
The numerous problems involved in this case are a girl enticing a boy or the girl abducted by the boy, both the partners enjoyed and invited friends to give company, their willingness with each other, the girl transferred from one to other hand as a vending sex dole- stealthily or willingly- which might be the problem of mentality for prostitution or whimsicality of under aged sexually potent children. Besides this obsessional killing of lone girls, serial killing mania, other problems like unilateral love, infidelity in conjugal living, girls and boys living as friends are rampant now. They are now straws in the whirlwind posing as catastrophe for our Indian society which raised its head high on morality in the present world.

Suggestions for remedial measures:

    1. Not possible to rectify a natural instinct that got tainted with violence since early civilization.
    2. Would be possible only if we can take care of our future generation taking birth. They should be under control of social reformists (in fact conscious parents, teachers and peers of the society) with the psychiatrists, sociologist, doctors as the people to watch and guide the mental or physical aspect of growth and development of children. Further discussion is there on the chapter ‘Education’. 
    3. The progressive mentality towards violence and sex is shattering peace in various religions and regions in the world. The bestial aspect of mind of human-being if not brought under control, there will be no peace or non-violence. which may lead to destructive activities like skirmishes to world war.
   4. Nakedness in show business and
cell-phones providing stealthy contact between young souls are encouraging rather stimulating amorous desires in their mind. So it needs immediate control.
    5. Role of police and policing should be modified. In addition to regular force there should be part-time volunteers in every lane of cities and Chowkidars in villages to keep a vigil on unsocial activities in localities. New strategic plans like girls moving with small electronic equipments in the roads of cities at night with readiness to face anti-socials should be skillfully arranged. Immediate approach, to the site of criminals approaching to these girls, by the police on night guards should be carefully arranged to bring the culprits to book. The girls joining such activities should be given preference in jobs like police and army. 
    6. The role of the victim and her boy friend in Delhi crime needs consideration. Safety consideration to get into an empty bus late at night in Delhi is liable to be forgotten by love birds when they are in search of a lonely roost. Parents and well wishers in society should be given upper hand in warning boys and girls against passionate activities in public places – the persons of village committee or similar other ones are suitable persons to take the responsibility.
 (iv) Criminal consequences of addiction to wine and women:
              Such practices consider derision are present since inception of human societies. Attempt to eliminate it is resulting in encouragement of crime and other such practices as underworld activities. India which won the struggle of independence under a new philosophy of non-violence and abstinence from wine and women, the superb philosophy of Mahatma Gandhi, failed to follow it after independence.           
             
                The suggestion is to allow both (wine and woman) in secluded areas demarcated, as is done for market places or places of social gathering. Satiating the natural urges should be, under skillful regulation. It should be more artistic, enjoyable and relaxing. Disco, Drama other cultural activities and ethical teachings by religious icons should be side by side. According to the view of Acharya Rajnis, a famous religious leader who teaches that after relaxation with amorous activities a person gets relaxation and refreshment of mind to conduct effective prayer and puja. This would penetrate, one’s mind, deep in to the realm of God and make him know what the Godly activities mean? 
          The enjoyment with wine and women is in practice in star hotels and it is for people of high status only. To make it generalized as discussed would solve a lot of problems considered crime in society.

Ch-IX
EDUCATION IN INDIA
            Education is needed to make people improve their mental faculty to live in society with understanding each other and improving their knowledge in humanities, science, & technology. It virtually ends in adult hood. But those who are inquisitive or those who are interested in research on various aspects of knowledge continue studying till capable.
Education in preliminary status
          In pre-British era our pattern of education consisted of village level teaching (Chatsali) and then studying subjects on religion, literature (In Sanskrit and mother-tongue), armory, and other necessities for living. The teacher is usually a senior learned person of high morality – a hermit or a recluse - and the institution was a secluded place like a hermitage or a natural place of peace and tranquility. The technical teaching was given by way of apprenticeship – a black-smith teaches technical skill to shape iron.. Subsequently developed newer subjects and so many teachers taught in one place –the early concept of ‘Bidyapitha’ and ‘Biswa Bidyalaya’. The modern concept of it is ‘the university’.
          In British era we adopted their system. Earliest education for a child is given in nursery and then kindergarten where the child learns to tolerate the enclosure of school compound and next to the school rooms, and then attempt is made to teach him alphabets. No force but the skill to get the child interested in reading and writing is made by way of playful activities like singing, drawing, playing, dancing. Moral teaching for adopting amiable social living in western style - hallow, bye-bye, excuse me, beg pardon and other such social interaction are brought home to the child at this stage.                        Then there comes the primary teaching Std. I, II ….. The child is introduced to different subjects of humanities, science and early mathematics. Moral and ethical subjects of high standard on virtuous social living are in the curriculum. Also again due importance to pattern of talk, introducing own-self to others, patient hearing to other’s views, tolerance to criticism and honesty in every dealings in life are expected to be taught and practiced to make a pupil, a future citizen – up-right, straight-forward, daring and truthful.
              Now Indian version of English schools – Aryan Schools – has come up. Here high value of Indian heritage – an approach to a senior with respect and modesty; to a junior with affectionate approach; and to a foreigner with due decorum - is given importance.  Inclusions of sincerity, etiquette, self-sacrificing, truthfulness in the character which is considered superb in the world are also taught here.
          There is a legitimate question. Could moral education bring a change that would create a world with peaceful living with no vices among its citizens? If a child could sacrifice his life for a cause that he feels it (rather taught him to feel) as a holy cause and so he gladly agrees to be a human bomb why can’t we make our pupil a morally superior being by teaching morality? Also let us consider the society of ancestors in forest, who lived naked. They never faced rape or molestation. Their customary living got the human instincts – sex, and other sensory instincts – in self control. So, why not such type of education, and moral demonstration of seniors and teachers could help the pupil to learn such high standard of morality.
              The increase of amorous scenes, exposure of sensual parts of beautiful girls along with a chivalrous activity of a bonny boy in electronic media is constantly exhibited for enjoyments of adults. The frequent glimpse of such scenes must have its adverse effect in children. Should we not try to
prevent this trend?
              In our educational curriculum we grossly neglect physical fitness of a student. It is found that a student finds no time - even few minutes – to spare for exercise. This aspect should be sincerely considered by our planners of education to have our citizens mentally brilliant and physically brawny.
             
              Education is difficult to be introduced to children of illiterate, uncivilized & rowdy parents - in India we have more of them. So we should adjust our curriculum of education differently for these pupils. It is a common find that children of working poor people admit their children to a school but the children while the time away instead of going to school – no parental care for schooling. This increases the percentage of unsocial people in our society. These way-ward pupils know the right of the child - toll free number of their school phone. As they progress to adulthood their parents and teachers fear to guide them. It is required but you can’t send them to corrective schools.
          Unfortunately Kindergarten is still limited to children of upper class people as structurally it follows western style that is costing high. We should have such schools which will be available to poorer to poorest ones as otherwise we are going to face a grim future with illiteracy and criminality.






              


‘Sarba Sikhya Abhijan’ (Education for all), ‘Right to education’, ‘abolition of child labor’ for








facilitating their education etc, are but hoaxer’s cry to gain popularity. We executed this program for illiterate adults, females, petty vendors, cultivators etc. some time past. The result was the waste of money, human hours and other resources. If we demonstrated them skillful cultivation, efficiency in cooking - use of pressure cooker, saving fuel with newly found ‘Chullah’, choosing vegetables and other food materials – or household petty industries, producing gas from dung, making different dolls, making candles etc. it would help our society a great lot. Compulsory Kindergarten to upper primary education for all children - modified to the need of Indian Customs - is the only necessity for achieving the objective of ‘Education for all’ - though it may need one decade. Aptitude and liking of a child should be assessed here and needful done. This would bring up conscious and well-behaved citizens with witty mind and mighty muscles proving efficiency in different fields of activities for Indians in future.

           Starving children in village streets and children utilized or engaged in criminal or immoral activities in cities and towns are the pitiable scenes that resulted from the abolition of child labor. Neither the parents nor the government is capable of providing their bare necessities of nutrition and education. No food, no work (engagement) no schooling what type of citizenship we would expect from them? A brief discussion is there earlier. We ape the social responsibility of the developed countries for their children without recognizing our ludicrous inability to feed them even once in a day. A family with a mother laboring in a field with a drunkard husband is usually having 2 to 4 children. Would the government providing them nutrition and education?  We ape the child care of develop nations.
           Various governments (center, state and that too of various political parties) take credit that they are making effort to spread education among poor children, grown-ups and females. For this they are coaxing them with mid-day meal, dresses, and cycles. But what are the provisions for school buildings and teachers? More frequently teaching is taken up under shades of trees; broken mud houses and sometimes the one-roomed residence of the Anganbadi worker – a part-time teacher. There are no trained teachers or teaching codes and syllabus. Frequently, ‘Anganbadi’ workers who are to look after a lot of burden on social activities like feeding mother and new born, distributing BPL rice, helping female saskti-karan and what not are forced to work as teachers. How can we expect our future citizens with high morality, brilliantly brainy, physically strong and daring in spirit?    
                 A new problem is that no punishment is allowed in schools. On analysis  a child working in a factory is often punished to extract more labor from him while a child in school given punishment to improve his efficiency in study and his future. These two forms of punishments are considered as child-abuse - our destiny makers. They did not consider it necessary to consult the teachers struggling in a school room crowded with students, that too of different classes. The room is often with broken roof and cracked walls.

               Children are divided into 3 categories - the sincere ones, the naughty ones and a via media group. The naughty ones need punishment to maintain discipline in smooth conduct of teaching curriculum and prevent tilting of via media group towards naughtiness. One sincere elderly teacher expressed her anguish to get insulting behavior from her students. It was because the teacher informed his parents about his naughtiness.  Frequently the same occurs with other teachers. They are to tolerate jeering remarks from students. Many students frequently express their naughtiness without any provocation. It is a manifestation of sadism, natural with way-ward students. The sad part of the story is the provision of a toll free number: of a phone for students to complain against their teachers- the well-wishers in one’s life, next to parents. Rare cases of inhuman roughness of a teacher, instead of being treated according to its magnitude are blamed against all the teachers and they are considered as villains instead of the shaper of destiny of our future generation. Is it not going to ruin the character of our future humanity?
              Further the education of children will go to duck by abolishing examination which is discussed infra.
                Teaching from minor school to matriculation:
          A country’s progress depends on its citizens with good character, discipline, sacrificing mentality towards his country & colleagues. A well fortified procedure to teach and regulate their character, behavior and other dealings in society is an absolute necessity.

          Now a day’s rowdyism, mishandling, disrespect to seniors, teachers and cheating in examination are in rise.  A knife instead of an extra pen is felt a good help to pass in examination. The compound around an examination hall turns to a battle field between teacher and police in one side and the dishonest students and rowdy persons, helping them, in other side. This is a serious problem and hindrance to build morale among students. Demonstration of such open air rowdyism especially of educated people encourages spreading of such foul activities in our society
          It is now proposed to eliminate the system of examination in teaching curriculum. Teaching imparts knowledge in more progressive manner than that acquired by (through) one’s own experience only. Competition to acquire it enhances its acquisition which is ascertained by the system of examination. To abolish it is to discourage ones zeal to ascend high to higher level in obtaining efficiency in ones knowledge and consciences.
          By touching such an age-old system we are putting our fingers to a mega voltage current, the resultant of which will destroy a vital aspect of prosperity of humanity and our future generation. They will reap the dangerous consequences. 
          Now there is a proposal to impart army training to students. This is a proposal in consideration to some hostile nations around our country. But we have to consider other aspects.
          The effect of non-penalization, lifting the examination as discussed and addition of army training will produce a lot of crime indulged citizens with army training. Would it not facilitate robbery, loot, arson and rebellious activities?  Strict penalty and punishment is highly necessary in military, paramilitary, police and other such trainings as it is highly necessary for strict discipline. No teacher, the destiny makers of our future generation, would agree on these (abolishing examination and punishment) aspect. Any of our effort to lift punishment would be disaster for a disciplined future generation. Any accident on this score (punishment) should be dealt according to law.
          With all these considerations it is high time to take up new effective measures - the use of modern technology for teaching, examining and competing in sporting activities in games. This would encourage moral build-up of students.

(1) Use of video camera or C.C Camera in examination : -
           We know how big shops, banks etc. use C.C Camera to catch culprits. A person enters a shop collect his requirements and come to the counter at exit to pay. He is immediately arrested by the gate keeper if he had malpractice – lifting an object stealthily.
          Similarly if such a camera is instituted in the hall of the examination, any untoward activities of the examinees will be detected.  
              A student, when enters to his examination hall, will find no guard. He is to take an answer paper & its attached question paper (well sealed) and go to his seat. When all examinees occupy their seats there will be a bell and announcement that examination starts. The pupil will open his question paper and start answering. After completion of the time, allotted for the examination, the student would leave his/her answer paper and come out with his question paper only for his future reference. For use of bath-room during examination he should proceed silently and come back without disturbing others. Marshals would be at hand to deal any feral activities, if occur.
          The information about the rules & regulations of the examination is supplied along with the admit cards. This system is almost full-proof. Allegations counter allegations between examinees and the teachers (invigilators), threat of violence against the sincere teachers checking copies and disturbance to sincere students during examination will be eliminated.


             Mischief-mongering students, immoral teachers will be identified in a short time. This will force them to quit the field of education. Copy materials, outside rowdy copy providers and e-copy system would be eliminated. Expenditure and trouble for holding an examination will be reduced significantly. The other advantages are that students who have no interest in study will be self advised to seek their future in different professions.
             In case of large number of students, examination can be conducted under a canopy in an open field.  The proceeding of a game with its many thousands of spectators can be screened and displayed audio-visually. So the proposed open air examination is also possible with the similar gadgets for the examination.
           Practical examinations and viva-voce also should be done under such screening. This would eliminate favoritism and undue harassment to sincere students. And also it can assess the teacher’s ability and sincerity in finding out the true efficiency of a student.

          Now a day the cost of devices for audiovisual recording system has been slashed drastically. But the cost of conducting an examination in the present manner - the remuneration of invigilators, police force, and expenses occurring on litigious out-comes is increasing significantly and so if it is replaced with this audiovisual system, there would be a lot of saving in cost and relief from other disturbances. More over students, not interested in study would not venture to draw advantage from it and so they would seek other outlets of lively-hood for their future A student gone through this system of examination, whether pass or fail, will be a full proof honest and disciplined citizen,


(2) Use of computers:
             Computer is a marvel of modern science. It can be used in maintaining insignificant house hold accounts to intricate programs for inter-stellar flights. To use it in the field of education will be beneficial beyond imagination. Teaching with computer graphics and with its other accessories is very beneficial.
          Use of computer in conducting written examination is superb. A thousand students sitting shoulder to shoulder in rows will be served questions in a computer screen before him but each question is different from the other and the student answering the questions will know his mark then and there. There would be no complaint of favoritism, nepotism, miss-marking and would not require the labor of thousands of examiners sitting for hours to assess the answers. The frequent human problems like change of mental status (pleasant or sorrowful mood), careless or careful mentality etc., always influence the awarding of marks by the examiner in an answer paper.
Post metric education:
         Losing energy in organizing and modifying system after system, like +2(1st), +2 (2nd) and then +3(1st), +3(2nd), +3(3rd or final) year, are but difficult to comprehend. A student completing a course fails to know what his degree indicates – matriculation, intermediate, graduation or P.G?
          After advent of electronics and other sophisticate subjects there is a sea change in the number and variety of technical subjects. This has caused topsy-turvy in the present management of administration of post-metric education and so educational institutions with variety of useful or not-so-necessary subjects of teachings are mushrooming in our country.
          To add misery over agony many of these teaching institutions are autonomous –granting pass out certificates in the subjects taught there.
          The ill effects due to abundance of people, with certificates of technical proficiency, which may be fraudulent, would deteriorate our progress in technological skill and advancement in finer aspects of skilled knowledge.

Let us analyze a few such teaching curriculums.
Medical education: India is quite deficient of doctors (allopath) in proportion to its population. Now we will be in abundance of them within coming five years (by 2018). Institution producing doctors are growing rapidly. They are now money fetching business centers. Students will pay, patients will pay, medicine and equipment companies will contribute, and black money holders would pour their hoards to make their children enter to a socially important profession to which they might not have any liking. Purchases of land, construction of Infrastructures etc. are with loan from banks that are quite open handed to advance loan which earn profit. The other hurdle, most important and challenging, is official
sanction of Health department of the State and the Medical Council of India. A few lakhs or crores of rupees, as under hand payment, would get the sanction at your feet.
             
Attachment of a fully functioning hospital is mandatory for sanctioning a license to start a medical college. To start a hospital it requires a few years. Infra structures built, doctors posted, out-door, in-door, operation-theaters, laboratories and other such necessities are the basic need to open a hospital. But now a hospital is taking shape along with a medical college without any such furnishing. A reputed and popular hospital with its regular and specialized branches is never considered a necessity for teaching the medical students. Our sanctioning authorities are blind of this bare necessity.
           And what is found now?
           A medical college is treated like a common educational institution. And so a paying hospital is constructed with all the glamour to attract the rich (paying) patients who are to pay for everything – out-door attendance, in-door beds, drugs, surgery and all other eventualities. And a paying patient wouldn’t allow a student to examine him as he feels it manhandling. The administration would not allow dissatisfaction of their patients as it may lose good name and income. Further negative point is that the teachers (doctors) recruited are usually retired – naturally with declining vitality. Their research efficiency or other capabilities are not considered during appointment for teaching and hospital activities. The number of newer such institutions, mushrooming, are far more than the availability of efficient teachers - so fraudulent temporary appointments are very common.

          To add owe to the misery there crops-up ambiguous institutions - autonomous universities - not existed but taken shape to help maintaining the loopholes in this system – the newly flourishing educational foundations. These universities blatantly support such fraudulent technical or common educational institutions. A university certificate for MBBS or P.G degree in medicine or in other technical or other subjects is easy to be obtained – efficiency considered secondary to bribe affordable. And still worst is that some fraudulent medical colleges obtain autonomous status – examining and issuing certificates on their own.
                The modus operandi to start a new medical college is to advertise for admission in to the proposed medical college after constructing or renting some buildings. Applications start pouring. The college office starts functioning with much pomp and show. Teachers are recruited from among retired persons. The organizer is usually an individual capable of handling Government officials and elected high-ups. The college with admission to 1st year course starts. The paraphernalia for sanction of permission to start, and get reorganized by the health department of the state government and Medical Council of India are easy to obtain with under-hand payment or other fraudulent activities as indicted earlier.
              One instance is sufficient to clarify the depositions made above. Dr Ketan Desai, the President of Medical Council of India, the top authority to grant sanction and recognition to a medical colleges, was caught red handed when receiving bribe of two crore rupees to give sanction and recognition to a medical college at Patiala, in Punjab, that was virtually non-existent. Many crores of rupees must have been collected from the aspirant or expectant students. A lot of clamor was expected from the side of these students affected. But no agitation was there. Role of black-money, the cause of all unethical practices, must have made the issue out of clamor.  The other black bear in CBI net is a cabinet health Minister Mr. Ambumoni Ramdos. If high-ups take such a huge amount as bribe what to speak of numerous authorities those who pass the files of sanction.        
                A recent investigative report by ‘Aajtak’ T.V channel on few of these private medical colleges revealed, with audio visual evidence, about the deceptive nature and fraud involved in the affairs of erecting medical colleges. Capitations fees up to 50 lakhs, without receipt, indicate involvement of high-ups to the level of ministers. Is it not an indication of catastrophe we are going to face when we are ill and in agony?  

          Doctors, engineers, scientists, technologists, and educated persons of other newer branches produced in these propped up fraudulent institutions are but liabilities in the progress of our country. The good name of Indians as efficient and skilful workers will soon be tarnished in foreign countries, the places that are promising them a good income, a bright future and help India to earn foreign currency.
                  Another glaring example that is more than Dr. Ketan Desai’s fraud: - A flying training school for Commercial Pilot license, namely ‘Touch Wood Aviation’ was there at Raipur, M.P. A group of students obtained certificate of success after completion of the Aviation course there. One among these students was Rashmi Sharan, daughter of S. P. Sharan, the Director General of Civil Aviation (D.G.C.A.). The other candidates are of high officials or elected leaders or moneyed persons. Subsequent investigation revealed that the institution started in void – without building, without an aircraft and its hanger. Question of acquaintance with different parts of engine,   practice of flying, learning signaling system, landing technique and other such procedures were dubious. Yet S. P. Sharan, the Director General of Civil Aviation gave it sanction and recognition and so his daughter came out successful for a commercial flying license. This institution started with a hoarding in front of a building ten Kilometers away from the indicated site and declared closed just after Rasmi Sharan and her colleagues passed out.
          Many institutions with all infra-structures, air crafts, hangers and other necessities were waiting to get sanctions from the same S.P.Saran, the D.G.C.A. for years. But fraudulent ones are getting it then and there.
          Black money, bribe, fraudulent teaching in most such institutions is shaping a system that will retard the progress of our country in all fields of humanities, science and technology. And our leaders who feel themselves knowledgeable never attempt to recognize it and take steps against it.   

Engineering, Technical, Commercial & other teaching     institutions:-
             The author had a chance to visit the department of marine science 1 year after it started in a university. It consisted of 3 rooms – in one room 3 almirahas full of Books of different sizes and few desks for students were there. The other rooms had few chairs and figures of diving person in under water environment, some other marine activities and equipments.
              He was aghast to know that only 2 out of 10 students knew swimming that too not in a sea.
              What surprised this author was the information that the students are not accustomed to sea and the related activities - swimming, under water diving, rowing, knowledge of stars and light-houses for guiding direction for a mariner stranded in deep sea and many such other things. One should understand the basic needs for such an institution. An institution in England would not need a student to know these things as they are in some way or other, mariners.
               And the author was surprised to find a recently started institution of marine science in the capital of Odisha about 40 Km from sea. There was no boat, no rowing instruments, and no watershed to practice driving an engine of a boat which is some of the basic needs to impart teaching on marine science. A student when asked could not say from where he would obtain his certificate of qualification – from a university or a board. He was blind of it.
               Indian technicians were getting service, in foreign countries But they are appointed there as the technicians of unimportant sections. They are not allowed to deal with sophisticated instrument or machines. They gather further knowledge and experience on their own inquisitiveness to learn. Their sincerity made them ascend to higher positions.  The present technicians, proud of their training which are frequently fraudulent would be proved useless and tarnish the good name as Indians.
Electronic subjects: -
              It is a matter of surprise when the author failed to find a suitable definition of ‘electronic’ from students studying in electronic subjects. Also they (the students) failed to obtain it from their teachers.
              A student studying computer gets mostly theoretical knowledge. Once he is selected by a company he is assigned a job in a particular branch and works like a machine which is meant for increasing the volume of company’s business transaction.
            Like anatomy and physiology in medical science; knowledge in technical aspects of various basic components of machineries; shaping and repairing different electronic gadgets should be the preliminary teaching. There are millions of electronic, digital instruments for daily use in every home and different institutions. A student of any branch should be taught to diagnose the defect in such devices. A student should also know the basic structures of instruments fitted to smaller products like engines of a mere toy to a specialized structure like ship, aeroplane, automobile etc. Similarly a student of electronic should know the components of T.V, computer, wrist-watch, and any other such devices. Similar should be the teaching curriculum in the basic aspect of other subjects.
                     Mechanical engineering institution should be established in and around industrial areas. A candidate for mechanical trade should be preferably a ground level mechanic to get extra credit during selection for the mechanical section of an Engineering college. Direct applicants must take basic training of working in a real activity of civil or mechanical workshops for some time.
           The earlier discussion on Rotomac ballpoint pen and gear box for a new model of a car needs serious consideration if India is to make any effective progress in the industrial world and international business market. It is one of the important causes why we are still a developing country while our colleagues who were poorer than us like Germany, Japan, and China etc are enjoying the status of developed countries. And their currency value in comparison to dollar is increasing while ours is decreasing. Our destiny makers are busy to hide their own, their family member’s and business colleague’s black collections. They have no time to ponder over the dwindling prosperity of their motherland.
          Our proficiency should be assessed from grass root level. We should find out why and where lays our inefficiency to manufacture ink for  ball point pens or why we fail to make small implements like key-rings, nail cutters, cycle spokes, a chain of zip and even small toys. Most of us including our top leaders and high officials are quite indifferent or never thinking of providing opportunity to produce these basic materials - the steel, chemicals, rubber, plastic, and many such other things that would not only be needed for  these small materials but also for highly sophisticated instruments. Naturally we depend on foreign market for specialized parts for cars, aeroplanes, and electronic machineries for a space rockets.
            Persons with aptitude and skill to repair a thrown away wrist- watch or capable of designing a duplication of a specialized machine is the grass root genius and should be searched out if we want to achieve technical superiority in developing most advanced structures like cryogenic engine or a deep sea submarine technology.

Genetic Engineering:
            It is a relatively new subject and deals with the science of life and living factors. Till   recently life was considered a matter that can be dealt with supreme God only. Human effort can achieve anything and acquire any knowledge but not the life – life can’t be created by scientists.
              But now it is achieved by science. That life is created by chemical conjugation of different elements like nitrogen, hydrogen, oxygen and carbon. The 1st stage of creation of life is started by combination of nitrogen with oxygen by the action of lightening. This is the action of energy combining elements with induction of living activities. There occurred further progress to combine carbon, hydrogen to form organic chemicals that lead to form amino acids which shaped gene, which is not any living creature but something with living properties. Further progress of gene developed chromosome and subsequently the living cells.  The developed cell is the unicellular ailment which progressed to create all living beings; - the evolution of different species of plants and animals.
          The science of genetic is now capable of recreating our deceased father or dead son. Different organs like heart kidney, pancreas is possible to be created. Eliminating heart problems, diabetes, cancer and what not is possible now a days. Their implications also involve complications. But a subject with such vast areas of utility is given least importance and the study is available as a side subject in newly started engineering colleges (genetic engineering) instated of institutions teaching biological subjects.
               As regards Government effort to help progress of research in this subject; it is almost a nil. This subject has less employment potential then electronic subjects. But a vast number of people can be employed to work on production of biological products life human organs if sufficient well-equipped laboratories could be attached to the institutions teaching this subject.

Suggestion to prevent fraudulence in medical and Technical teaching in our India:
The present process of bringing medical colleges and engineering institutions is based on earning illegal money which is possessed by people with black assets.  No efficiency, aptitude or interest of the student is considered. The expenses for medical admission are about 60lakhs of rupees which is possible for 5% of Indian families. So 95% of expectants students are debarred from such essential and needful course of study. The main purpose of these newly established institutions is never to produce quality doctors.    
          The suggestion is that let the medical teaching is generalized (let there be any number of medical colleges) but the students should pass examinations conducted by a single Board of controller of standard of medical teaching (education) of India.
          This system will provide high number of aspirants to get admitted to medical curriculum. Those who fail to complete the 1st medical examination will go for different bio-technology courses. Those who fail in next non clinical course will choose nursing, and other different teachings in physio-therapy, nature-pathy course and last unsuccessful people would take up emergency or first-aid courses and may also like to take up diploma course in other branches like homeopathy dentistry, care taker training on terminally ill patients or other pathies. Homeopathy and dentistry should have higher studies for further specialization.  
           This system will  facilitate the people to get primary care from trained persons with preliminary knowledge in first-aid care as was the ones like ‘barefoot doctors’  but  with far-more advanced training. There will be more efficient doctors for our people. Also Mal-practicing doctors, the ones who tarnish the medical profession will be eliminated.
             Regarding our technical teaching our millions of working engineers and others in teaching and research-activities are failing to save the billions of rupees, we handover to China for supply of dolls for our children. Our dependence on other countries to purchase their discarded defense equipments and other high-end hardwires shows our technical inefficiency. One example was given earlier. Recent media report that the workers of our ship building dockyards are not getting orders for manufacture or repair of ships is an alarming state suggesting loss of confidence of world public on the efficiency of our technicians.

PROTECT INDIA FROM ITS PRESENT PERIL
           We have repeatedly discussed how India is administered by its own people in democratic principles for last 67years (by 2014). Population explosion, poverty, unemployment, enmity

 towards each other among its citizen and vengeful activities of neighboring countries, are rampant here now. Each person (especially a leader) is empowered to create new parties and can demand sectarianism in demanding new regions on grounds of language, caste and other trivial matters. Other serious problems are the non-patriotic attitude towards our own country by a sizeable number of our citizens who maintain alliance with our inimical neighbor countries. The other most serious problem, our India faces, is the criminal activities of its leaders. They are draining our public money, trying nepotism, family rule and are spoiling the morality and human character of our citizens.
Hitler, Stallin and Maozedung had been blamed after their death. But their countries made tremendous achievements during their time. Had Hitler not been megalomaniac with obsession to rule the world and had he been with slightest ideas of Gandhiji’s philosophy he would have been the uncrowned king of the world.  The entire world would put all their brain and muscles at his disposal – atomic energy for human good, interstellar flights to find other sites of human abode, life without disease etc. would have been at the control of humanity. But Hitler became a war criminal committing suicide with his girl friend at his laps.
         Any such dictatorial leader, selected or elected democratically, in India would save it from the disaster, it is going to face. 

Some imminent problem and their solution:
1.       Dealing with population-
          Our population at our independence was 35 crores. Now, (2014) after 67 years, it is 127 crores (about 4 times). Land to till, animal hordes to rear, greenery to maintain, rain or water-harvesting areas to support, amount of minerals in mines to lift and many other such things that sustain humanity are dwindling alarmingly. In place of taking care of 35 crores of people the government of India is now burden with 4 times of this number. The objective of our destiny maker’s, the leaders (government or opposition), is to provide better provisions for people without a glance for the improvement of their mother-land. In sympathy they have increased the per capita need of people.  For example an innocent forest dweller in his normal need for his peaceful living in pollution free surrounding was considered unfortunate without modern man’s provisions. And we started to provide them modern amenities. They neither got any benefit of modern living nor their natural peaceful living in their forest atmosphere. It resulted in wide destruction of forests leading to pollution of environment. The pertinent question is should we not help our unprivileged poor and innocent colleagues? A reality against a dream should be conceived.
           When resources are limited and aspirants are disproportionately high there arise vengeance and spirit of acquiring it by force. The result is internal-strife, unrest and the probability of an outcome of destruction. India is heading towards it.
            For this drastic steps to control birth are an immediate need. Any birth or its probability should be recorded and dealt as per necessity – to limit the number or help the new born grow to an efficient citizen. No ethics of caste, creed, religion or other theism against birth control is acceptable. It is the absolute need for survival of our country and its citizens.
             Once there occurs (allowed) a birth the child’s well-being, must be taken care of by a government body where one of its parent remains in charge till the age of schooling.

2. Creating employment for all:     
            Between 19 to 60 years of age is the next need. The product of work of such a huge number of people is difficult to utilize. This problem can be solved by assessing the utility of the products inside our country or foreign countries. Craftsmanship, quality control and the usefulness of these products in daily life should be assessed scientifically in comparison to such products made in Germany or Japan. As internal jobs roads, factories and bridges should be planned.

3. Life sustaining necessities:
               Agriculture, rearing animals, plantations, industry, research and all other activities of humanity should be in full swing so that engagement potential, productivity, increasing of income from export and decreasing of expenditure on import would occur. Utilization of man power, instead of machine power, should receive precedence. We ignore our knowledge that laziness in case of able persons causes various diseases like obesity, diabetes, hypertension, cholesterlemia, heart diseases etc. – painful living and expenditure on medical bills.
A countries economic progress necessitates the toil of its young, able and working citizens. 


4.  The Problem of Devaluation of Rupees:
            At independence a dollar was 1 (one) rupee. Now after seven decade it is about 70 (seventy) rupees. Our prime minister is a world famous economist and he is with   a horde of economic wizards to help him in financial administration. We expected best management of our economy. But the result is a catastrophe. They tell people that it is a temporary phenomenon in response to fall in world economy. In reality it is a gradual fall since we got autonomy.
                   Our leaders in administration became excessively sympathetic to poor and down-trodden. They spent most of the ways and means of our country to feed them and improve their living (slum living or such others). Similar is the case with the ‘dalits’, (the backward classes). These types of social sufferers were utilized in China with compulsion and in Germany with own personal sacrifice. Now they (their poor mass) are in buildings of ribbon development areas enjoying all facilities of modern living.
            In India we have made such people lazy, beggarly and dependent on food security act and provisions of rice at 1 rupee a kilo. As regards our backward class only negligible few are availing the advantages, generation after generation, to be high-up in society and are living in town and cities far away from their suffering millions of un-developed people who still maintain at lower strata of our society. These high-ups utilize these innocent people to get excited and destructive whenever efforts of modifications to these provisions are suggested.
            Let us be wise and assertive and force our leaders to take the following measures to get our coin bounce back.

The suggestions are:
(i)                   Restrict population.
(ii)                 Replace food security and provide job security
(iii)              Consider efficiency only against reservation.
(iv)              Import least and export more
Let us look at the sky high progress of war torn Germany, Japan and beggarly China. Analyse their success intelligently
The world is the market of wealth. A nation which successfully buy more of it (Wealth) is reach and prosperous.
China collects this wealth by selling its dolls and common house-hold products.
Like India US depends on such products of China. But USA export one Boing jet at the cost of 1 years of Chinese import.
India exports it’s minerals, the core wealth of a country, to China and other countries as exchange for its imports. What will be our fate in future?
We are, till now, depend on China for a nail-cutter or a key-ring should we believe our satellite for Mars is indigenous.

(v)                Teach our citizens tolerance of difficulties for self and make sacrifice for their own country.
(vi)              Encourage struggle to achieve expertise in technology to manufacture nail-cutter to war-ships with minimal dependence on foreign countries

5.  Our R &D (research and development) wing:
              It is to be in full activity to develop newer techniques, devices and ultra-modern equipments. The import of essential materials not available in our country, secret technical know-how and classified propositions should only be procured from other countries at any cost.

6.  Doing away with our present system of election and voting –
                 Electing our efficient and self less leaders for governance is an absolute necessity but is very sensitive and needs skilful efforts. Our experience since we achieved independence is that most rogues in the shape of leading personalities find it an easy way to enter to our government to practice their criminal activities. We are delighted that we are credited as the largest democratic country in the world. We, our destiny making leaders, have not yet realized that ours is a defective democracy and is responsible for deterioration in our march ahead – rather it is the cause of our downfall to a humiliating status among the developed world.
            Is it not a matter of shame that China’s assessment on Indian administration indicated the grim fact of corruption and scandals deteriorating India’s progress ahead – vide their Blue book on the study of Indian affairs (2012)?
 Is it not a shame to fail to produce such document to assess ourselves?
            Let us consider our panchyati level election suggested earlier.
            Why and how our democracy proved a failure?
Let us further expand our earlier discussions in our ‘Heritage chapter’. People above 18 years of age are only allowed to vote. There are adults and even older people in our country who are quite innocent, harmless and in knowledge they are to themselves only. Naturally they are vulnerable to be influenced by people of rogue’s gallery. Also there are a high percentage of selfish people, fortune hunters, swindlers, and under-cover people supporting enemy countries, goons and criminals. These people are mostly fraudulent and know the art of mesmerizing people with oratory with not a grain of sincerity to help their fellow citizens or their mother country.
We are already bored of numerous such criminal leaders in jails, police custody or moving scot-free as they are lucky to escape detection or avert a detection using their chair. Most of these tainted or proved culprits, when come out of jail or legal custody receive warm applause and they get elected each time they stand. Does it not need our immediate attention? How our destiny makers in past could not envisage such a probability. The disreputable persons are now rolling in money and are in high positions in government or party. Their riches (usually black money) may not be in our country.









                  It may be in abroad or in secret vaults on their walls or under their beds. Also they do not hesitate to keep it in the names of their friends or relatives in our country or abroad. They know where to go or hide when caught.
The need to select the most efficient leader, to head the Indian administration, is to search grass root level able persons from ‘Gram sava’ or other such units of human settlements as already discussed.
              A party would be disqualified if it doesn’t prove its presence in more than three provinces. No local or regional parties should be allowed to have any place in governance.
           Our expenditure on election is about 1 crore (70 Lakhs) for MP and 50 Lakhs for MLAs. What is the percentage of Indian citizens, however efficient may he be, can fight in election

The next question is why a person should spend such a huge amount (sometimes few crore)? Would he not like to get back his expenditure and add more for future?
Only able and efficient people are allowed in administration. No reservation of any kind should be there. Citizens of lower level should be helped to get themselves efficient through free education and due care to their livelihood.

MODI ERA
           India got new era in 2014 in its general election. It may be called ‘Modiji’ era as it goes with Narendra Modi, the BJP superman winning a thumping majority. His activities in his first hundred days in office raised the eyebrows of world elites. His selection of ministry, contact with neighbouring countries, increasing ties with USA, Canada, Australia, Germany, England and many others, announcing programs like Make in India, revamping Ganga cleaning, ‘swachha Barata’,         
 and many others are of high appreciation. Success in ‘Mars mission’, return of glory in sports – hockey, cricket and many others indicates India’s good fortune in progress in his period.
          Modiji had tried to draw the affinity of the non-resident Indians to their motherland but he failed to advice them that their matriarch is their grandmother now and they should be sincere to their motherland – the land which is rearing them.
          But Modiji appears callus to one of the most major problem, that is, population explosion of his country which eats away any prospect of any achievement achieved. A brief discussion is already there in this book.
          ‘Make in India’ is a program that had been neglected from the very day of our independence.  Our leaders’ then (and now also)side-tracked it and engaged in popular activities of improving wellbeing of our poor mass neglecting industrialization and other activities that would improve the international status of our country as already discussed.
          We have not a single industrial product like a nail cutter, a key-ring, and a doll for our children that are made in India. Smaller instruments like household electric meters, water meters and most electronic gadgets are imported from China, Japan, and Korea etc. What a pity that for manufacturing a ball-pointed pen we procure the tip of it from Germany and ink from Japan – as per our earlier discussion. Naturally there occur doubts on our ability in crafting the vital parts of our cars, scooters, aero-plans and strategic weapons like tanks, guns, war-ships and sub-marines.
          If we attempt to make common house-hold products in India now, the produce would be worth throwing in to dustbins – a pitiable experience of anybody who procured them for his interest in nationally. The cause might be that our leaders are ignorant or otherwise benefitted by foreign farms or the foreign manufacturers. They are successful in their attempt to sabotage our efforts. 
         It is high time to analyze our fault and do the needful.  Our deficiency in our knowledge is that the basic ingredients like iron, steel, plastic, rubber, electronic gadgets etc. are required to be of grades of high precision and be able to stand the rigorous quality control. The industrial countries achieved this precision through long toils and repeated trails. The steel used to manufacture a shaving blade, a saw, or an axle of a tank is different grades and with different parameters. The difference between products of China and Germany must be considered before making such products in our India.
              Coming to ‘Swachha Bharat’ (clean India) there are multiple problems. Let us consider a few.
1.       Animal excreta and decayed living products: should be converted to articles of value – manures, animal feed, bio-gas and other useful products. This generated employment potential.
2.       Plastic materials: Discussed earlier but no attention is paid or effective modification done.
3.       Exhaust from vehicles: Construction of fuel efficient engines, elimination of defective engines and encouragement of manufacture and use of electric vehicles should be encouraged.
4.       Rampant creation of educational institution and self certificating opens the way for inefficient ones to come with colours. Certificate from a central body should be mandatory to categorize the efficiency of students completing their study.
